Southcoast Welding & Manufacturing is Hiring an Environmental Tech II Near Chula Vista, CA

Environmental Health & Safety resource for facility and subcontractor personnel working in a variety of industrial fields associated with ship repair. The areas include onboard sea going vessels and ships, industrial shops, dry-docks, etc. Ensuring compliance with established regulations by Federal OSHA, Cal/OSHA, NAVSEA Standard Items, CUPA, DTSC, and all other Hazardous Waste Laws.
Essential Functions / Duties
  • Daily survey and inspection of a variety of working environments and sites. Ensuring compliance with promulgated Environmental, Health & Safety regulations, as well as company policies and procedures. Facilitating correction of hazards and infractions found or ceasing operations until properly corrected.
  • Company representative. Continuous interaction with customer (US Navy, SWRMC, etc.), company employees, subcontractors, vendors, Federal and California OSHA Compliance Officers, CUPA, APCD, and visitors to the facility and other locations.
  • Environmental, Health & Safety orientation and Training Supervisor for all employees, subcontractors and ship’s force / crew. Areas of training include but are not limited to company Injury and Illness Prevention Plan, Hazardous Communications, California Compliance for Hazardous Waste, and facilities Best Management Practices.
  • Environmental Tech - oversees all associated issues involving environmental situations to include but not limited to spill and hazard prevention, recordkeeping, Environmental Compliance.
  • Provide leadership to the people; set priorities, establish, and maintain policies, standards, and goals; and provide performance-specific counseling as required. Evaluate performance in accordance with company policies and procedures with particular attention on Safety and Environmental.
  • Reporting of Hazardous waste to all company entities.
  • Response to all ESH corrective actions and needs or as directed by supervisor.
  • Must adhere to a promote ALL company safety policies. Wear all required PPE when in Production areas and promote a clean and safe work environment.
PHYSICAL DEMANDSThe Environmental Tech must be able to meet and successfully perform the essential functions of this job. The following physical demands are representative to the position. Populate and maintain department data bases, archiving, report writing, maintaining files, etc. Capable to work in a variety of physically demanding environments and weather conditions. Including climbing, bending, crawling, working at heights, inside of enclosed and confined spaces, heat, rain, wind, etc.
RequiredThe position is active and requires extensive standing, walking, sitting, bending, kneeling, stooping, crawling, climbing, and crouching. Along with such movements, employee is required to lift parts/machinery of up to 50 pounds. Additional demands are listed below:
  • Able to climb ladders and work off scaffolding.
  • Able to lift, carry, and or push up to 50 lbs. throughout the shift (including overtime).

Knowledge / Skills
  • Several general areas, of many, of concern are life and safety codes, safe work practices, personal protective equipment, slips, trips and fall protection, fire protection, confined space entry, hazardous communication standards, insulation and coatings, electrical safety, equipment, etc. Perform required facility audits and inspections both internally and with regulatory inspectors.

  • Employee must be able to evaluate the use of various resources and make knowledgeable decisions regarding safety and company standards and policies.
  • Responding to all incidents, accident, injuries and emergencies in facility or any project the company is working. Conducting investigations in all areas as to cause, corrective actions, and ways of prevention, writing reports for such incidents and distributing.
  • Direct Leadership- overseas the Environmental Health & Safety for all associated equipment and tools required for the job including testing, calibrations and repairs. Equipment includes respirators, rescue gear, meters and monitors, cameras, & all equipment associated with all projects.
  • Knowledge and skills of computer use and programs using Microsoft Windows and Office, especially Word and Excel. Maintain several required databases. Maintain, audit, collect and research Material Safety Data Sheets and library. Research safety and health issues for concerns and gang box topics. Archiving, report writing and maintaining departmental files for ships, subcontractors, etc. Ensure department is properly supplied and maintained.

ENVIRONMENTAL TECH RESPONSIBILTYEnvironmental Tech position has supervisory responsibilities to include but not limited of the following: Direct Leadership for the Safety Department, assignment provisional accommodations, mandating and issuing Southcoast Safety Policies, NAVSEA Standard Items, and all associated OSHA requirements. Overall governs all training, manpower, budgeting, hiring, and purchasing for the safety and environmental department for Southcoast Welding and Manufacturing.
POSITION TYPE / HOURS OF WORKThis is a full-time position, 40 hours per week. Schedule is Monday- Friday, 6:00 a.m. to 2:30 p.m. / 2:30 p.m. to 11:00 p.m. (swing shifts dependent on workload). Occasional overtime and weekend work may be required based on production needs.
Required Education And Experience
  • Must have a high school diploma, GED equivalent, or greater educational diplomacy.
  • Must have a minimum of 5 years of ship repair experience and qualifications.
  • Must be able to speak and understand Basic English.
  • Experienced personnel in management.
  • Prior Military with 4 or more years a plus, but not required.
  • OSHA 10 Hr. Course.
  • California Compliance Certification or other recognize certification approved by the Department of Toxic Substances Control
  • ECATTS and general knowledge of CUPA.
  • Completed or in the process of completing courses in Occupational Health and Safety.
  • Computer experience necessary especially Microsoft Word and Excel.
  • Maritime knowledge.
  • Certified Confined Space.
  • Forklift Certified.
  • Paint Sampling Heavy Metals.
WORK AUTHORIZATION CLEARANCEFor E-verify and contract security purposes (including ship access lists), all employees MUST present a valid export document. Acceptable documents are U.S. Birth Certificate, Certificate of Naturalization, Passport, Passport Card and Permanent Resident Card.
