SOUTHCOAST WELDING is Hiring a Safety Tech. III Near Chula Vista, CA

Provide Safety and health resources for facility and subcontractor personnel working in a variety of industrial fields associated with ship repair. The areas include onboard sea going vessels and ships, industrial shops, dry-docks, etc. Ensuring compliance with established regulations by Federal OSHA, Cal/OSHA, NAVSEA Standard Items, and Maritime rules.


ESSENTIAL FUNCTIONS / DUTIES

  • Daily survey and inspection of a variety of working environments and sites. Ensuring compliance with promulgated safety and health regulations, as well as company policies and procedures. Facilitating correction of hazards and infractions found or ceasing operations until properly corrected. Manufacturing
  • Company representative. Continuous interaction with customer (US Navy, SWRMC, etc.), company employees, subcontractors, vendors, Federal and California OSHA Compliance Officers and visitors to the facility and other locations.
  • Safety orientation and Training Instructor for employees, subcontractors and ship’s force / crew. Areas of training include, but are not limited to: company injury and illness prevention plan, safe work habits and attitudes, confined space entry, personal fall arrest systems, hazardous communications, the WAFCOR position (to include lock-out / tag-out instruction), etc.
  • WAFCOR Director- oversees the direction of EWAF Coordination, lock-out/ tag-out instruction, and the company’s liaison with the Navy’s ATM DOD administration to correct associated issues with the WAF process for the SouthCoast WAFCOR employees.
  • Confined Spaces Supervisor Instructor-certify management positions in the company for confined space entry at the supervisor position and fall protection IAW 3M/ Capital Safety certified instructional courses.
  • Incident Commander-overseas, directs, and instructs the Confined Space Stand- by Rescue Teams (if applicable).
  • Supervision and Leadership- direct the activities of assigned personnel. Provide leadership to the people; set priorities, establish and maintain policies, standards and goals; and provide performance-specific counseling as required. Evaluate performance in accordance with Company policies and procedures with particular attention on Safety and Environmental.
  • Must adhere to a promote ALL company safety policies. Wear all required PPE when in Production areas and promote a clean and safe work environment.

PHYSICAL DEMANDS

The Safety Technician III must be able to meet and successfully perform the essential functions of this job. The following physical demands are representative to the position. Populate and maintain department data bases, archiving, report writing, maintaining files, etc. Capable to work in a variety of physically demanding environments and weather conditions. Including climbing, bending, crawling, working at heights, inside of enclosed and confined spaces, heat, rain, wind, etc.

The position is active and requires extensive standing, walking, sitting, bending, kneeling, stooping, crawling, climbing, and crouching. Along with such movements, employee is required to lift parts/machinery of up to 50 pounds. Additional demands are listed below:

  • Able to climb ladders and work off scaffolding
  • Able to lift, carry, and or push up to 50 lbs. throughout the shift (including overtime).
  • Able to successfully climb through and instruct in confined space environments.

KNOWLEDGE / SKILLS

  • Several general areas, of many, of concern are: life and safety codes, safe work practices, personal protective equipment, slips, trips and fall protection, fire protection, confined space entry, hazardous communication standards, insulation and coatings, electrical safety, equipment, etc.
  • Perform required facility audits and inspections both internally and with regulatory inspectors.
  • Continuous interaction with customer (US Navy, SWRMC, etc.), company employees, subcontractors, vendors, Federal and California OSHA Compliance Officers and visitors to the facility and other locations.
  • Employee must be able to evaluate the use of various resources and make knowledgeable decisions regarding safety and company standards and policies.
  • Responding to all incidents, accident, injuries and emergencies in facility or any project the company is working. Conducting investigations in all areas as to cause, corrective actions, and ways of prevention, writing reports for such incidents and distributing.
  • Ship Yard Competent Person. Ensure compliance with Certified Marine Chemists direction pertaining to the National Fire Protection Association code of regulations concerning confined spaces and hot work on board ships. Including the testing and entry of confined spaces, documentation, maintaining required equipment and annual recertification.
  • Respirator Fit Test Instructor. Instruct employees the proper use of respirators, the workings and care of respirators, reviewing questionnaires, performing actual fit test and maintaining required database.
  • Knowledge and skills of computer use and programs using Microsoft Windows and Office, especially Word and Excel. Maintain several required databases. Maintain, audit, collect and research Safety Data Sheets and library. Research safety and health issues for concerns and gang box topics. Archiving, report writing and maintaining departmental files for ships, subcontractors, etc.

SUPERVISORY RESPONSIBILTY

Safety Technician III position has supervisory responsibilities to include but not limited of the following: a fill-in asset for the Safety Leadman or the Safety Foreman position when applicable, instruction coordination, Ship Yard Competent Person duties and responsibilities, mandating and issuing SouthCoast Safety Policies, NAVSEA Standard Items, and all associated OSHA requirements.

POSITION TYPE / HOURS OF WORK

This is a full-time position, 40 hours per week. Schedule is Monday- Friday, 6:00 a.m. to 2:30 p.m. / 2:30 p.m. to 11:00 p.m. (swing shifts dependent on work load). Occasional overtime and weekend work may be required based on production needs.

REQUIRED EDUCATION AND EXPERIENCE

  • Must have a high school diploma, GED equivalent, or greater educational diplomacy (preferred)
  • Must have a minimum of 3 years of ship repair experience and qualifications.
  • Must be able to speak and understand Basic English.
  • Experienced personnel supervisor.
  • Prior Military with 4 or more years a plus, but not required.
  • OSHA 10 & 30 HR Maritime Instructor Certified but not required
  • Current OSHA 10 Card
  • Computer experience necessary especially Microsoft Word and Excel.
  • Maritime knowledge.
  • Certified Shipyard Competent Person
  • Certified in basic First Aid, AED and CPR
  • Certified Confined Space Rescue Instructor but not required


WORK AUTHORIZATION CLEARANCE

For E-verify and contract security purposes (including ship access lists), all employees MUST present a valid export document. Acceptable documents are U.S. Birth Certificate, Certificate of Naturalization, Passport, Passport Card and Permanent Resident Card.
