Southwest Key Programs is Hiring a Project Portfolio Manager Near Brownsville, TX

The Project Portfolio Manager is responsible for project portfolio governance within the project delivery area, which includes project initiation, planning, quality, compliance, project reviews, and ensuring project management methodologies are implemented across the organization. The Project Portfolio Manager will execute strategy by driving direction, planning, and execution for the portfolio they supervise. They will guide teams across multiple projects, maximizing resources and ensuring deadlines are met. This includes managing program risks and issues, portfolio financials, quality assurance, change management, ROI analysis, stakeholder management, and program governance.
Essential Functions:
  • Oversee all aspects of assigned project portfolio, ensuring projects are successfully accomplished and transitioned to sustaining business. Accountable for the success, execution, quality, and final delivery of the portfolio outcomes.
  • Manage the project portfolio, prioritizing projects based on strategic objectives, resource availability, and optimal business value. Provide guidance to ensure that integrated solutions are coordinated and standardized.
  • Responsible for supervision, resource management, quality, capacity planning, and risk mitigation associated with resourcing. Identify and leverage the synergies between programs in a portfolio to optimize the use of resources, reduce risks, and increase benefits.
  • Act as an escalation point; lead collaboration with project team members to resolve conflicts and project issues and drive them to resolution.
  • Collaborate with key partners to understand and develop project scope, requirements, objectives, expectations, and key success metrics.
  • Cultivate business partner and project team relationships and help manage expectations while providing excellent customer service. Establish collaboration with other departments by recognizing dependencies to assess potential partnerships and commitment to the portfolio.
  • Keep leadership and key stakeholders well informed on a timely basis about portfolio progress, status, and/or concerns for each assignment.
  • Review project metrics and raise concerns as necessary. Address portfolio issues by identifying and selecting a course of action, considering the project constraints and objectives to enable continued portfolio progress.
  • Develop portfolio communication plans and demonstrate effective communication to the executive management team, project team(s), and stakeholders. Guide the development of change management strategies to drive toward business objectives.
  • Synthesize portfolio-centric lessons learned to feed back into the Project Management Office (PMO), identifying opportunities for process improvement and implementing methodologies to enhance project delivery efficiency and effectiveness.
  • Monitor industry quality trends and methodologies to ensure the PMO remains innovative and competitive. Drive initiatives to optimize project management tools, templates, and methodologies.
  • Provide leadership to the project team regarding standards and processes and suggest ways to improve. Provide governance and support to their team through competent and professional services, including guidance, coaching, counseling, and certifications.
  • Fostering a culture of quality, innovation, and continuous improvement.
Qualifications and Requirements:
  • Bachelor’s degree or higher with three (3) years of experience in project management including two plus (2 ) years of managerial, supervisory, and/or demonstrated leadership experience.
  • Demonstrated strong portfolio and project management leadership skills, including a critical ability to coordinate and balance multiple projects in a time-sensitive environment and meet deadlines.
  • Experience managing complex projects involving multiple project teams while remaining within budgetary and schedule constraints.
  • Profound emotional intelligence: demonstrated self-awareness, accurate self-assessment, sensitivity and empathy, openness, reliability, and consistency.
  • Sound team building and interpersonal skills required to effectively manage a multi-skilled project throughout the deliverable process.
  • Ability to rapidly adapt and respond to changes and priorities.
  • Available to undertake frequent and extended travel as required.
  • Bilingual (Spanish/English) preferred.
  • Preferred Project Management Professional (PMP), Portfolio and/or
  • Program Management Professional (PgMP) and/or
  • Portfolio Management Professional (PfMP)
Physical Demands: Must be able to read, write, and communicate verbally and in writing to express and exchange ideas. While performing the responsibilities of this job, the employee must be able to access all components of the workstation and other office equipment. Frequent typing, writing, bending, and twisting. Must be able to lift to 30 pounds.
Work Environment: General office environment with moderate noise. This position is primarily sedentary and mainly involves sitting but may involve walking or standing for brief periods. A busy environment with many unscheduled interruptions. Frequent computer use at workstations for extended periods. Public contact position requiring appropriate business apparel. Travel may be required up to 30% of the time.
