Title: Associate Director of Integrated Services
Reports To: Vice President of Children and Family Services
Department: Children and Family Services
Location: Oakland, CA & Concord, CA
Schedule: Monday through Friday
Travel: Local and out of town travel may be required
Salary: $110,000-$120,000 DOE
Employee Status: Regular, Full-time, Exempt

Supervises: Program Managers

The Unity Council is a non-profit Social Equity Development Corporation with a 60-year history in the Fruitvale neighborhood of Oakland. Our mission is to promote social equity and improve quality of life by building vibrant communities where everyone can work, learn, and thrive.
Our programs aim to provide the community with the tools, knowledge, and resources to transform their lives and ultimately achieve their long-term educational, career, and financial goals. These holistic programs and services reach more than 8,000 individuals and families annually in five languages. Programs include: early childhood education, youth mentorship and leadership development, employment services, career readiness training, housing and financial stability, senior citizen services, affordable housing and neighborhood development, and arts and cultural events. Our work expands beyond the Fruitvale district and now reaches across Oakland and into Concord. The Unity Council employs a diverse workforce of more than 350 people who reflect the linguistic, cultural, and ethnic identity of the communities we serve.

Program
The Children and Family Services programs include Head Start, Early Head Start, State Pre-Kindergarten, Home Based Services, and Developmental Play Groups. Over 700 children and their families receive child development and comprehensive family services through the Unity Council. The programs are diverse, multilingual, developmentally appropriate, culturally responsive, and individualized for each child and family services are provided in four centers and two home-based programs throughout Oakland and Monument Corridor neighborhood in Concord, CA.

Position Summary
The Associate Director of Integrated Services works closely with the Vice President of Children & Family Services in delivering high quality services through the coordination of education, health, and family services across all programs. In partnership with the Management team, the Associate Director oversees the implementation of Head Start, Early Head Start, CSPP, and CCTR operations. The Associate Director works closely with the Associate Director of Data, Monitoring, and Compliance on following federal, state and local regulations, and serves as the Acting Director in the absence of the Director. The Associate Director also serves as the Early Childhood Education lead and works closely with the Education Managers on school readiness goals.

Responsibilities
  • Supervise a team of program managers and coordinators in the implementation of key service areas, including Education, Disabilities and Mental Health, Health/Nutrition, and Family & Community Partnerships.
  • Work closely with VP, Directors and Managers on program design, planning, contract management, evaluation and data analysis to ensure outcome-based programming.
  • Monitors to ensure compliance of program activities with regulations and standards established by Office of Head Start, California Department of Education and Community Care Licensing.
  • Serve as liaison between the agency and childcare partner program staff.
  • Communicates regularly with the Head Start and Early Head Start Program agency staff regarding the needs of children, families, and employees to ensure quality services.
  • Ensure continuous program improvement through regular analysis of monitoring data and collaborate with the Director to lead the division in the annual self-assessment process.
  • Assist in the preparation and submission of accurate and timely reports to the Policy Council and Board of Directors.
  • Work closely with Compliance Manager to ensure completion and submission of the annual Program Information Report PIR to the Office of Head Start.
  • Assists in the development and monitoring of assigned program budget and grant and proposals and assists in the monitoring of their appropriate implementation.
  • Review monthly financial and statistical reports to assess budget.
  • Ensure alignment of the annual budget with the program's 5-year goals and objectives.
  • Work with the Regional Office and the Training and Technical Assistance network to ensure high quality services.
  • Ensure development of Memoranda of Understanding MOU's with community partners that enhance program services.
  • Ensure compliance with all Federal, State, and local regulatory requirements.
  • Works with Human Resources in the staffing of all positions for the assigned service area.
  • Participates fully and works cooperatively as a team member, addresses complaints, and works to resolve problems effectively and efficiently.
  • Participate in leadership, department meetings and supervision, as well as agency-wide staff committees as desired.
  • Serve as acting director in absence of Vice President.
  • Other duties as assigned.
Qualifications
  • A minimum of three years of experience in non-profit work including Head Start management, Child Development Centers or other non-profit management.
  • Must demonstrate experience and successful track record in oversight of program coordination and delivery of services.
  • BA degree in Social Services, Health, or Child Development; Masters preferred.
  • Bilingual (Spanish) preferred but not required.
  • Commitment to TUC’s mission.
  • Excellent written and oral communication skills.
  • Highly independent, with ability to handle daily responsibilities and projects with minimal direction.
  • Excellent organizational, time management and problem-solving skills.
  • Ability to work under pressure and successfully meet deadlines.
  • Must have effective interpersonal and conflict-resolution skills.
  • Must be accurate and highly detail-oriented with follow-through skills.
  • Must be pro-active in identifying and proposing viable solutions with the ability to exercise sound judgment in all matters.
  • Must be able to work collaboratively with project teams, different levels of management, funders, government agencies, and a wide variety of individuals.
Essential Functions
  • Advanced computer skills with strong MS Office (Word, Excel, PowerPoint).
  • Regularly required to operate standard office equipment (personal computer, photocopier, fax, etc.).
  • Regularly required to sit for long periods of time, and occasionally stand and walk.
  • Regularly required to use hands to operate computer and other office equipment.
  • Close vision required for computer use.
Physical Requirements
Must be able climb stairs, reach, bend, lift 5-20 pounds, crawl, kneel, stoop, twist, grasp with hands and fingers materials, use arms and legs, able to walk, climb ladders if applicable.
