Reports to: Family & Community Partnerships Manager

Location: Richmond, San Pablo, Bay Point, Pittsburg, Concord—Home Office
Schedule: Monday through Friday
Travel: Local travel may be required
Salary: $70,000 - $76,000 DOE

Our programs aim to provide the community with the tools, knowledge, and resources to transform their lives and ultimately achieve their long-term educational, career, and financial goals. These holistic programs and services reach more than 8,000 individuals and families annually in five languages. Programs include: early childhood education, youth mentorship and leadership development, employment services, career readiness training, housing and financial stability, senior citizen services, affordable housing and neighborhood development, and arts and cultural events. Our work expands beyond the Fruitvale district and now reaches across Oakland and into Concord. The Unity Council employs a diverse workforce of more than 250 people who reflect the linguistic, cultural, and ethnic identity of the communities we serve.

Program Summary
The Children and Family Services programs include Head Start, Early Head Start, State Pre-Kindergarten, Home Based Services, and Developmental Play Groups. Over 900 children, birth through kindergarten entry and 32 expectant parents and their families receive child development and comprehensive family services through the Unity Council. The programs are diverse, multilingual, developmentally appropriate, culturally responsive, and individualized for each child, family services are provided in four centers, and two home based programs throughout Oakland, Concord and Contra Costa County.

Position Summary
The Early Head Start Enrollment, Recruitment, Selection, Eligibility and Attendance (ERSEA) Coordinator is responsible for overall coordination and organization of ERSEA systems, ensuring that the agency complies with all regulations per applicable Head Start Performance Standards and CDE regulations. This position ensures all required training related to enrollment systems, policies and procedures for the service areas and agency is provided.

Responsibilities
  • Evaluate, design and monitor systems to process enrollment applications, including determination of eligibility criteria for all Head Start and State funded programs.
  • Work with Family Advocates and Home Visitors in the initial collection of eligibility documentation and make final eligibility determination for Head Start, Early Head Start, CCTR and CSPP.
  • Verify complete compliance with eligibility for all potential new families and sign off on final enrollment package.
  • Enroll children in HS/EHS (Center Base and Home Base) in Child Plus and NOHO.
  • Ensure full enrollment of all assigned centers and programs.
  • Develop a comprehensive ERSEA Service Area Plan with yearly updates.
  • Prepare and distribute timely reports and tracking regarding ERSEA updates.
  • Maintain systems, database, files, etc. ensuring security of data in Child Plus and NOHO.
  • Provide training and technical assistance to all staff regarding enrollment, attendance, eligibility, and recruitment practices for Head Start and State Preschool Programs.
  • Develop policies, procedures, and protocols that support the Head Start Performance Standards and ensure optimal attendance, enrollment, eligibility, selection, and recruitment practices.
  • Monitor enrollment and attendance daily throughout all programs to ensure full enrollment, vacancies are being filled, and attendance meets the established threshold. Submit monthly report to Head Start Director.
  • Provide information, referral and coordinating efforts to link staff and families with appropriate childcare resources.
  • Support families through the application and eligibility process.
  • Assist in the development of recruitment and enrollment materials, forms, and reports.
  • Conduct and support recruitment activities and maintain documentation. Prepare and distribute to management team, timely reports and tracking regarding ERSEA updates.
  • Assist with program development and the delivery of quality program services.
  • Analyze and prepare projections for State contracts.
  • Monitor systems for processing enrollment applications including determination of eligibility and selection criteria.

  • Responsible for the quality and timeliness of work, meeting project deadlines, submitting monthly paperwork and reports and achieving optimal results with little need for oversight.
  • Works in conjunction with the management team, FCP staff, center staff and community organizations in completion of program goals, on-going monitoring, program self- assessment, grant application and Program Information Report.
  • Attend recruitment events, forums, external training, and community events to promote and inform the public and private sectors regarding services provided.
  • Perform other duties as assigned.
Qualifications
  • BA/BS degree or higher degree in Sociology, Psychology, Business Administration or related field.
  • Two or more years of experience working social services organizations.
  • Knowledge of general eligibility and recruitment processes.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Possession of a valid California drivers' license; current personal vehicle insurance, or safe driving record sufficient to ensure insurability through Agency policy.
  • Physical ability to sit with children on their level, lift infants, toddlers, and occasionally preschoolers.
  • Commitment to utilize safe lifting techniques for lifting children, supplies and furnishings.
  • Bilingual preferred.
Essential Functions
  • Advanced computer skills with strong MS Office (Word, Excel, and PowerPoint) and social media skills.
  • Regularly required to operate standard office equipment (personal computer, photocopier, fax, etc.).
  • Regularly required to sit for long periods of time, and occasionally stand and walk.
  • Regularly required to use hands to operate computer and other office equipment.
  • The employee must regularly lift and/or move up to 40 pounds.
