Job Description:
Parsons is looking for an amazingly talented Business Continuity Planner, Lvl3 (DCIP) to join our team! In this role you will fill the role of Defense Critical Infrastructure Program (DCIP) Manager.
What You'll Be Doing:
  • Develop annual Task Critical Asset List
  • Prepare recommendations for NGA input to annual DoD Intel Sector DCIP assessment
  • Responsible for product artifacts such as project plans, dashboards/status reports deployment plans, metrics
  • Prepare risk decision documentation for NGA DCIP program
  • Coordinate Risk Mitigation Plans for DCIP and Business Continuity programs
  • Support metric reporting to NGA organizations on a monthly, quarterly, and yearly basis (e.g., Joint Force Readiness Reviews, Expected Accomplishments)
  • Prepare metrics reports for delivery to customer
  • Ensure identified risks and issues are actioned and resolved by the accountable team, minimizing or eliminating impediments to program or schedule
  • Escalate when necessary
  • Develop programs, procedures, and contingency plans based on a risk approach and propose solutions that monitor, evaluate and enable resolution of safety and continuity of operations compliance
  • Oversee integration and exercising of contingency plans
  • Monitor contingency plan exercises, assess plan effectiveness, and recommend plan enhancements to improve emergency response
  • Prepare and conduct briefings and overviews to educate agency personnel
  • Prepare and submit positions and information papers in response to government requirements
  • Interpret government regulations, applicable codes, and advise government management on the best course of action to ensure compliance
What Required Skills You'll Bring:
  • Active TS/SCI Clearance w/Polygraph
  • Bachelor's Degree or equivalent experience within related field
  • Experience in three or more areas of Continuity of Government, Continuity of Operations, Information Technology Disaster Recovery, Business Continuity Planning, Crisis Management, Information Security/Operations, Continuity Strategic Planning and Policy, Enterprise Risk Management, and participation in national level homeland security or continuity of operations exercises.
  • FEMA Level 1 (PCP) Certification within 180 days of start date
  • Demonstrated experience:
    • Applying organizational, program and project management skills to track projects to completion, while managing milestones, deadlines, tasking and calendars.
    • Researching and evaluating new concepts and processes to improve program performance.
    • Applying strategic thinking and perspective for problem identification, issue analysis and resolution.
    • Analyzing cross-functional problem sets, identifying root causes and resolving issues.
  • Ability to organize themselves to ensure processes are followed and work is completed in a timely manner
  • Ability to communicate and articulate clearly at all levels of organization
What Desired Skills You'll Bring:
  • Strategy, planning and execution oversight
  • Familiarity with DoD Mission Assurance Construct
  • Knowledge of Defense Critical Infrastructure Program
  • Experience with SMADS & MADSS
  • Risk Management experience
  • PMP-RMP
  • Basic understanding of Intelligence community (IC) and Department of Defense
  • Prior position supporting the National Geospatial Intelligence Agency (NGA)
  • Knowledge of the NGA mission and organization
  • Facilitate discussion and conflict resolution
  • Team building and motivational skills
  • 40hrs/week
  • Some telework available
  • Some travel required

Salary Range:
$96,400.00 - $168,700.00
