Job Summary:
The IT Business Analyst will be responsible for gathering and documenting business requirements, translating these requirements into functional and technical specifications, and collaborating with diverse IT stakeholders to support project initiatives. The role involves working closely with the OIT Portfolio Manager, solution engineers, and project stakeholders to ensure successful project initiation and execution.
Key Responsibilities:
1. Compliance and Documentation:
- Comply with law enforcement policies and procedures.
- Document and diagram IT environments with proficiency.
- Maintain awareness of CMDB and application portfolio management tools.
- Complete CJIS onboarding and fingerprinting as required.
2. Project Initiation and Stakeholder Collaboration:
- Assist the OIT Portfolio Manager during project initiation phases, including discovery and initiation.
- Collaborate with project stakeholders to develop requirements and support solution engineering.
- Limit time spent on high-level estimates and impact assessments to 15 hours during the Gate 0: project rationalization phase.
3. Interviewing and Requirements Gathering:
- Lead and conduct interviews with diverse IT stakeholders.
- Interface with stakeholders to understand business cases and solicit requirements.
- Consult with solution engineers to align and clarify requirements.
4. Process Improvement and Documentation:
- Gather business requirements from users and translate them into functional and technical specifications.
- Document business processes and provide best practices recommendations.
- Participate in enterprise-level project teams to identify and implement process and system improvements.
5. Project Management and Support:
- Actively manage customer expectations and communicate the status of pending projects.
- Track backlog of requests and work with customers to incorporate these into subsequent projects based on priority.
- Participate in project teams to ensure implementation satisfies business needs and maximizes process and system integration.
Qualifications:
- Bachelor’s degree in Business IT, Computer Science, or a related field.
- 7 years of experience as a business analyst focused on enterprise applications and IT systems.
- Proven experience in eliciting requirements and testing.
- Solid experience in writing SQL queries and generating process documentation.
- Expertise in business processes related to Accounting and Billing, Finance/Controlling, HR/Benefits/Payroll, Procurement, Contract Management, Quality Assurance, Legal/Regulatory.
- Experience in business case development, requirements gathering, gap analysis, process mapping, and solution design.
- Ability to handle multiple projects simultaneously in a dynamic, deadline-oriented environment.
- Proven success as a business analyst, with the ability to facilitate discussion and build consensus.
- Proficiency in using tools such as Visio and PowerPoint to graphically represent workflow diagrams and process flows.
