Job Title: Prevailing Wage Compliance Manager

Responsibilities:

  • Prevailing Wage Compliance:
  • Monitor prevailing wage requirements as issued by relevant authorities (e.g., state departments of commerce, Wage and Hour Bureaus, Internal Revenue Service).
  • Ensure compliance with prevailing wage laws during construction, alteration, or repair of facilities covered by the IRA (Inflation Reduction Act).
  • Confirm that appropriate prevailing wage rates are paid to laborers and mechanics.
  • Manage and oversee third party prevailing wage and apprenticeship service providers to issue compliance reports to auditors
  • Communicate deficiencies to tax department, construction project managers, senior project managers, and VP of construction for resolution.
  • Organize and maintain supporting documentation to be called upon in the event of an audit
  • Stay informed about prevailing wage determinations and wage data published by the Department of Labor (DOL).
  • Apprenticeship Compliance:
  • Keep abreast of apprenticeship laws and guidelines as required by the IRA and Internal Revenue Service for renewable energy project investment tax credits.
  • Verify that apprenticeship programs adhere to permissible ratios specified in wage and hour schedules.
  • Confirm proper registration of apprenticeship programs with relevant bodies (e.g., State Apprenticeship Council).
  • Manage and oversee third party prevailing wage and apprenticeship service providers to issue compliance reports to auditors
  • Communicate deficiencies to tax department, construction project managers, senior project managers, and VP of construction for resolution.
  • Organize and maintain supporting documentation to be called upon in the event of an audit

Qualifications:

  • Bachelor’s degree in a related field (e.g., business administration, labor relations, construction).
  • Experience with renewable energy industry and working with EPCs and other contractors
  • Knowledge of prevailing wage laws, apprenticeship regulations, and clean energy tax incentives.
  • Strong analytical skills to assess compliance documents and identify discrepancies.
  • Strong excel skills and the ability to create analytics tools within the software program
  • Strong organizational ability
  • Excellent communication and collaboration abilities.
