Description

SNAP is seeking a qualified individual for an Accounting Manager position join our accounting team.

Open until filled.

Review of applications will begin on June 10, 2024, and will continue until the position is filled.

Starting salary for this position is $4943- $5543 per month DOE

Full range is $4943 -$7834 per month

Benefits include medical, dental, life, LTD, PTO and 403(b)

Position Summary: Assists Fiscal Director/CFO with the financial management and related functions of SNAP. Manages accounting aspects of SNAP’s Financial Stability Core and its programs. Assists Fiscal Director/CFO by overseeing accounting for subsidiary and loan programs. Uses analytical capabilities and an intellectual curiosity to perform financial planning, analysis, and budgeting as well as providing strategic support for financial modeling. Works collaboratively to develop and implement strategies for funding. Performs professional level financial grant management, including financial records processing involving complex and specialized transactions. Ensures work meets Generally Accepted Accounting Principles (GAAP) and in compliance with all applicable laws, regulations, policies, and contracts. Supervises up to three personnel.

Principle Duties and Responsibilities:

  1. Oversee the accounting functions for SNAP Financial Access (a SNAP subsidiary) housing, business, loan programs and related services, to include:
    • Creating and analyzing monthly account details, financial reports, loan receivables, loan payables, and reimbursements.
    • Ensuring compliance with applicable regulations.
    • Monitoring cash flows and developing strategies to sustain cash flow for future loan servicing and operations.
    • Evaluates programs and prepares outcome reports.Works to create robust financial statements to aid in the growth of the funding options.
    • Makes regular reports to Fiscal Director/CFO regarding the financial status of SNAP Financial Access and assigned programs, including cash flow analysis.
  2. Serve as backup in absence of Fiscal Director/CFO and/or Financial Controller. May be Responsible for overseeing department functions, including work product quality, on-time delivery, managing costs, continuous improvement and supervising employees.
  3. Manage complex budget with multiple funding sources and requirements; ensures expenditures are within approved budget and authorized purchases within Agency policies and procedures. In partnership with Financial Stability Director and Core staff, oversees budgets of the Core.
  4. Selects, Train, support, supervise, and evaluate assigned staff. Ensures team members receive job-related orientation and training. Establishes clear expectations for performance, supports employee development, and holds employees accountable for their work performance, processes and results.
  5. Contributes to the development of company strategy across all areas of the business, seeking to prove/disprove assumptions and decision-making as appropriate and willing to providing financial analysis and recommendations on activities, plans, targets and business drivers.
  6. Provide forward-looking guidance on financial performance.
  7. Research models for successful financial stability programs, CDFI’s and related activities, drawing components that have potential for success in the Spokane community. Work with Director of Financial Stability to plan and develop new programs that aim to help low-income residents and those of historically underserved populations increase their economic self-sufficiency.
  8. Provide general financial consulting services to all departments and funds, including financial analysis for existing and proposed services and capital projects, reviews of outside fiscal reports, converting technical financial information into usable formats for staff and advising on concerning issues impacting the Agencies financial position.
  9. Research and provide financial modeling for new and existing programs, products, and capital structure. This could include preparing detailed analysis, interpreting financial/statistical data and providing gathered summaries to support management decision making.
  10. Responsible for the accounting oversight of Commercial and Residential Loan Portfolios and Loan Loss Reserve. Must be willing to assist with lending decisions and review of new lending products.
  11. Perform monthly reconciliation of bank accounts including managing ACH/EFT transactions, performing month-end closing processes, monitoring and recording all new bank accounts and reporting to the Fiscal Director/CFO.
  12. Manage operating functionality of the Loan Servicing Software. Oversee the building of reports, payoff analysis, annual statements, and tax-related information to clientele and external institutions. Ensure assigned staff are trained to use Loan Servicing software.
  13. Oversee borrower repayments for lending related activity. Ensure principal, interest, and fee payments are properly applied. Oversee escrow analysis as well as perform escrow-related payment functions and account balance maintenance.
  14. Maintain job specific lotto book detailing positions day-to-day responsibilities. Ensures appropriate support staff also maintains appropriate documentation of the job duties.
  15. Establish and maintain productive working relationships with Federal, state, and local government officials, community representatives, and other service providers.
  16. Know, support, and ensure staff understand and comply with agency and program policies and procedures, and regulations within which the agency must work. Keep staff informed of agency information, such as events, policy/procedure changes, etc., on a timely basis. Serve as a communication link and champion between agency Executive Team, SPRITE and Core level staff.
  17. Identify problem areas and propose solutions within the accounting process. Assist with the development, modification, and implementation of financial procedures.
  18. Assist the Fiscal Director/CFO/Controller with audit related issues and projects.
  19. Work with employees and volunteers to promote a positive, respectful and productive working environment, while protecting client confidentiality and dignity.
  20. Within the context of the stated principal job duties, serve as an ambassador and positive representative of SNAP’s mission and values.
  21. Complete additional assigned projects and perform related duties as needed or situation dictates.
  22. Focus on always providing excellent customer service, as well as helping to grow the internal customer service culture within the agency.

Qualifications


Requirements:

Education and Experience

  • Required: Bachelor’s degree in accounting, finance or related field and four years of experience in the industry. Minimum of two years of supervisory.
  • Preferred: CPA or CPA eligible. Master’s degree in accounting, business, finance or related field and five years of experience. Experience in banking a plus.

  • Strong managerial skills, including planning, delegation, and assessment, time management, budget, staff selection, supervision and evaluation, and conflict resolution
  • An ability to assist with creation of new and entrepreneurial programs and processes to address community needs
  • Excellent organizational and analytical skills
  • Ability to consider both overarching agency level needs as well as Core level needs and balance both
  • Ability to design presentations and make them in front of large and small groups
  • Strong interpersonal skills with emphasis on effectively promoting a team environment and working with a diverse population
  • Thorough knowledge of accounting industry guidelines (GAAP) and accounting procedures; fund accounting experience preferred
  • Excellent organizational skills with ability to work independently, coordinate workflow, and use initiative and judgment to resolve problems
  • Ability to develop and manage complex budgets, and ensure details are accurate and timely
  • Ability to analyze detailed information, identify system problems, and conceptualize and implement solutions
  • Ability to research information and draft documents clearly and concisely
