Spokane Transit Authority is Hiring an Associate Transit Planner - Community Development Near Spokane, WA

Job Summary

The Associate Transit Planner position is responsible for assisting and leading in core planning and development functions as assigned, including a wide variety of professional and technical activities. Work includes responsibility to lead, as assigned, the preparation of plans, reports, and administration of service development activities. Additional responsibilities include: implement service development functions analysis of ridership, operational characteristics, demographics, regional transportation modeling, GIS mapping and other elements to support service evaluation and long-range system planning. Work involves participating in public outreach efforts to solicit input on service changes, route facilities and other comprehensive planning and service development activities. Work also includes participation in a wide range of external planning studies and interagency work groups. Work requires applying a wide range of technical and professional transit planning knowledge to work activities which combine recurring and new work situations.

  • Experience with short and long-range planning efforts.

Examples of Duties

  • Coordinates the location and implementation of bus stops consistent with industry standards for safety, accessibility, and customer experience.
  • Maintains accurate records on passenger facilities, and identifies requirements for improvements.
  • Coordinates with internal departments and partner agencies in the provision of passenger shelters, stop signage, and ADA accessibility.
  • Manages agreements for the maintenance and provision of standard poles and signage, transit shelters, lighting and other associated improvements within public rights of way.
  • Ensures standard bus stop plans are maintained and are disseminated to developers and jurisdictions for the proactive inclusion of infrastructure necessary for service.
  • Prepares staff reports, technical documentation, planning guidelines to support the functions of the department of Planning and Development
  • Prepares the Transit Development Plan (TDP) and related plans and studies.
  • Assists in updating the STA’s comprehensive plan and planning
  • Supports compliance reporting related to grant performance, Title VI of the US Civil Rights Act, internal policies and procedures, and other local, state and federal requirements.
  • Supports the implementation by STA of state and environmental policy reviews and requirements, particularly in regard to public review, preparation of SEPA checklists on non-project and project actions.
  • Manages consultants who may be hired to conduct studies or technical analyses in support of comprehensive planning and other long-rage plan efforts.

Education and Experience

A Bachelor’s degree from an accredited college or university in transportation or urban planning, geography, mapping, business or public administration, engineering or a related field, and two years of work experience in a related field. A relevant Master’s degree or graduate level course work may be substituted for the required work experience.
