Spruce Technology Inc is Hiring a Project Manager 3 Near Austin, TX

Texas Health and Human Services Commission requires the services of 1 Project Manager 3Overview: The Analytics Program Manager will be a key part of the Performance Management & Analytics System (PMAS) team, specifically supporting the Integrated Continuum of Care Analytics (ICCA) related to Family Support Services. This role operates under the Office of Chief Data Architect within the Health and Human Services System's IT domain, aiming to enhance competencies in Data Integration following DIR's Texas Data Management Framework.
Key Responsibilities
  • Oversee resource allocations, work plans, and schedules for PMAS team initiatives.
  • Develop and publish project management documents and deliverables in line with DIR Project Delivery Framework directives.
  • Create RFPs detailing the services and deliverables required for designing and implementing data management solutions.
  • Work seamlessly with the Office of the Chief Data Architect and the Office of Data Analytics & Performance on PMAS Cloud Analytics initiatives.
  • Maintain constant communication with the Office of Data Analytics & Reporting to function as a cohesive team with IT.
  • Ensure project deliverables comply with state, federal, and other agency standards by collaborating with IT and business stakeholders.
  • Establish a strategic roadmap for projects in coordination with the TSS vendor, HHS divisions, and federal stakeholders.
  • Oversee the expansion of HHS data integrations with various HHSC departments.
  • Secure matching federal funds for initiatives by developing federally approved IAPDs.
  • Conduct procurement exercises to acquire vendor services or outsource efforts to long-term vendors.
  • Identify resource requirements and establish timelines for successful project execution, coordinating with key stakeholders for approval.
  • Identify and manage project risks, coordinating resolutions with project leadership.
  • Manage the day-to-day operations and scrums of various projects, overseeing the team established for this initiative.
  • Produce necessary project management deliverables.
  • Perform other duties as assigned.
  • Seamlessly collaborate with IT and business stakeholders to ensure compliance with relevant standards.
  • Coordinate with TSS vendors, HHS divisions, and federal stakeholders to establish project roadmaps.
  • Manage procurement, project timelines, and resource allocation.
  • Oversee daily project operations and address risks.
Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
  • 8yrs - Required - IT project management experience.
  • 8yrs - Required - Work experience in the information technology industry with at least 5 years of experience involvement in data management solutions (i.e., data warehouses, data lakes, etc.), data analytics/business intelligence, web-based (J2EE) development
  • 8yrs - Required - Excellent communication skills, both verbal and written.
  • 8yrs - Required - Experience in developing clear, concise project documentation
  • 8yrs - Required - Team management through team meetings, task assignment, mentoring, facilitation and training.
  • 8yrs - Required - Progress monitoring to plan through effective use of risk management practices
  • 8yrs - Required - Keep leadership updated on project issues and progress
  • 8yrs - Required - Expert problem resolution skills
  • 8yrs - Required - Complete experience with the project management lifecycle (PMLC) and software development lifecycle (SDLC) required.
  • 8yrs - Required - Tracking full project budget and entering actual costs in project tracking tool
  • 8yrs - Required - Leading project sprints using Agile methodologies, including planning increments, backlog grooming, sprint planning, daily scrums and retrospective, and Kanban
  • 6yrs - Preferred - Prior experience in the Healthcare Industry, specifically public health.
  • 6yrs - Preferred - Work experience managing multi-agency or multi-IT department initiatives.
  • 6yrs - Preferred - Work experience within a Health and Human Services agency.
  • 5yrs - Preferred - Emphasis on managing relationship weekly activities of TSS Sprint Teams with the State of Texas.
  • 5yrs - Preferred - Effectively manage resources in a mixed functional and matrixed project environment
  • 5yrs - Preferred - The ability to develop, document and execute project management plans, work plans and quality plans
  • 5yrs - Preferred - Involved in the full lifecycle from analysis and planning to development and deployment
  • 5yrs - Preferred - Experience in building and managing IT project teams with emphasis on ability to motivate individuals to excel and exceed expectations.
  • 1yr - Preferred - Experience with Family Health Services programs at HHSC
Work hours and location:
  • Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
  • The primary work location will be 701 W 51st St, Austin, Texas 78751.
  • Position will be remote. Program will allow candidates who are within the United States
