SUMMARY: The Director of Operations for the Squaxin Island Tribe, guided by the Executive Director, is a pivotal leader responsible for a wide range of critical functions that drive operational efficiency and the effective operation of the organization. These functions, including policy formation, resource management, data analysis, technology integration, process optimization, and conflict resolution; are essential for achieving the Tribe's long-term goals and vision while maintaining operational efficiency. Additionally, the Director of Operations is dedicated to being community-centric, culturally competent and actively engaged with Tribal members, participating in community events, and ensuring that the operations of the organization align with the values and priorities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Serves as the primary executive for Tribal Government in the absence of or as directed by Executive Director.

Policy Formation : Oversees policies and procedures of the Tribe. Develops or reviews policy and implements procedures to carry out administrative and technical programs and services. (Operations Manual). Ensures that policies respect and reflect program goals and cultural values, to further elevate the government’s operational environment.

Resource Management: Assists in allocation of resources, including budgeting, staffing, and equipment, to ensure that our government can effectively meet its operational needs. Assists departments ensuring they operate within budget guidelines, provide essential services to our community, and ensure that financial and human resources are utilized optimally to achieve the organization's goals.

Data Analysis: Factor data and analytics to make informed decisions based on evidence and insights. Assists in identification of areas for improvement and supports data-driven strategies related to operations, services, and programs.

Technology Integration: Lead technology integration initiatives within government operations. Assist with implementing current systems and optimization tools to improving communication channels to enhancing online services and providing accessible information.

Process Optimization: A key mindset sustaining this role is a commitment to continuous process improvement reflecting an ongoing drive to adapt, enhance, and innovate operational procedures. Process optimization is crucial for enhancing service delivery, and achieving long-term organizational goals.

Conflict Resolution: Receives internal and external complaints concerning Tribal Government Program Operations. Resolving disputes and promoting positive relationships among team members contribute to a cohesive and motivated workforce.

Qualifications:

To excel in this role, the ideal candidate should have the following qualifications:

· Strong leadership and collaboration skills, including the ability to work effectively with the executive team and other department heads.

· Proven experience in process optimization, resource management, and data-driven decision-making.

· Adept at technology integration and implementing systems to enhance operational efficiency.

· Familiarity with performance metrics and KPIs to measure and drive success.

· Exceptional conflict resolution and interpersonal skills, fostering a harmonious work environment.

SUPERVISORY RESPONSIBILITIES : This position has supervisory responsibilities. Will provide administrative oversight to departments as assigned,

Relevant experience may include demonstrated experience in:

· Public speaking and presentation, acting as a representative on behalf of the organization.

· Working in a fast paced, technology driven environment. Ability to manage multiple competing priorities.

· Large community event planning experience. Owning the process from planning, implementation and measuring success and shortfalls.

· Cultural competency to facilitate culturally significant events.

· Success in progressively responsible leadership roles in a tribal setting.

· Previous success in positions requiring and ethical standards to remain confidential, handle budgets and proprietary information.

LANGUAGE AND MATH SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Ability to create and effectively monitor multiple budgets. Ability to use computer programs including word processing and spreadsheets.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Requirements:

Master’s Degree in business, public, or social service administration or closely related field, and five/six years of senior level supervision or management experience in business, social service, or related programs, preferably in a tribal setting; OR Bachelor’s Degree in business, public, or social service administration or closely related field, and seven/eight years of senior level supervision or management experience in business, social service, or related programs, preferably in a tribal setting; OR Associate of Arts Degree in business or closely related field and nine/ten years of senior level supervision or management experience in business, social service, or related programs, preferably in a tribal setting. All levels must have documented successful experience in the most recent role while leading a staff of at least 40 personnel, and the most recent role needs to be a department management position or above.
