St. Johns County Board of County Commissioners is Hiring a Transportation Planning Manager Near St. Augustine, FL

St. Johns County Board of County Commissioners is seeking a Transportation Planning Manager for the Growth Management Department, located within beautiful St. Johns County, Florida.

For the Transportation Planning Manager, St. Johns County provides many opportunities and challenges as the County continues to grow, enabling a skillful Transportation Planning Manager the ability to utilize diverse experience and further expand their skills in managing and leading the transportation planning and modeling for the County to ensure the public infrastructure necessary to support the growth and land development.

The Transportation Planning Manager is considered a high-level position and is responsible for directing a multi-faceted program to protect and conserve the natural and cultural resources of St. Johns County. The transportation team is collaborative and works together in assisting our citizens, property owners, developers, as well as the elected and appointed officials.

The ideal Transportation Planning Manager must possess St. Johns County’s core values of compassion, innovation, and trustworthiness and must work well in a collaborative team environment. Some of the specific tasks include but are not limited to:

  • Oversees the County obtained consultant lead policy research and provides recommendations as it relates to the St Johns County Comprehensive Plan, Land Development Code, Mobility Study, Concurrency, Multi-Modal Transportation Mitigation, and Impact Fees.
  • Coordinates technical planning for future multi-modal transportation infrastructure projects, Land Development Traffic Assessments for Concurrency approval, develops and reviews terms of development commitment agreements.
  • Develops recommendations regarding transportation impacts and terms of development orders regarding mitigation and conducts extensive research for technical consideration on related long-range transportation issues and legislative transportation priorities.
  • Maintain a database of development orders and other related development mitigation obligations, proactively collaborate with County capital improvement planning programs and effort by using the accurate and up-to-date development mitigation data.
  • Conducts individual mitigation and fee determination research studies for sufficiency, methodology, technical accuracy, and findings to establish fees under given procedures.
  • Research applicable federal, state, and local planning/regulatory literature to be used in the formulation of the Comprehensive Plan policy, the Land Development Code, Multi-Modal Transportation Mitigation, and Impact Fee requirements; gathers planning, legal and engineering data and prepares special reports.
  • Interprets the Land Development Code and the Comprehensive Plan; coordinates with stakeholders on technical transportation and planning issues; resolves technical conflicts.
  • Conducts special projects as it relates to transportation and performs analysis for reporting.
  • Knowledge of principles and practices for management, supervisory, and budgetary methods, engineering theory, transportation planning, and development review.
  • Skills in planning, organizing, directing, and coordinating the work of personnel.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in the preparation of clear and precise administrative reports.
  • Maintains a full-time presence on the job.
  • Performs other duties as assigned.

Candidates for the Transportation Planning Manager position are encouraged to apply if they meet the minimum qualifications:

  • Bachelor’s degree in a course of study related to the occupational field is required.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the department to direct and coordinate work within the division, usually interpreted to require five years of related experience.
  • Preferred Professional Engineer license or experience commensurate to at least four years of progressively complex engineering and/or transportation planning.
  • Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
  • Must possess good interpersonal and communication skills to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Must be able to operate a computer.
