St. Louis County Library is Hiring a Project Manager I, II, III - Design and Construction Near St Louis, MO

Description The St. Louis County Department of Transportation and Public Works is accepting applications to fill a Project Manager I, II or III to work in our Design and Construction group with Senior Architects, Structural Engineer, and internal County clients. This job can be hybrid in nature with a minimum of 3-4 days a week at our downtown Clayton office. The Project Manager will be responsible for management of design and construction projects, review of construction documents, and conducting construction phase observations. The qualifications of the selected individual will determine whether the Project Manager I, II or III will be filled. The salaries for each position level are : Project Manager I: $56,992.00 - $74,672.00 Project Manager II: $61,027.20 - $83,636.80 Project Manager III: $68,348.80- $93,662.40 Design and Construction Group Culture We are a small group of highly trained professionals dedicated to achieving excellence through mutual support and teamwork.   • Works directly with County clients and stakeholders to determine project program, scope, and schedule.
  • Interacts with stakeholders to resolve questions and problems.
  • Creates design and construction documents for "small projects." Typical budget is $5,000 to $250,000.
  • Acts as Client Representative and supervises Architecture-Engineering consultants to perform full phase services for "large projects." Typical budget is $250,000 to $25 million.
  • Performs construction site visits to monitor progress and ensure conformance of construction to architectural and/or engineering plans and specifications.
  • Maintains and develops, as required, project documentation including Project Schedule, Project Budget, Bid Documents, Diversity Reporting, Pay Requests, Field Observation Reports, Change Orders and Project Closeout.
  • Reviews and analyzes plans in accordance with accepted professional standards and for compliance with codes and regulations.
  • Identifies discrepancies and provides technical assistance to arrive at acceptable design solutions.
  • Prepares progress reports for management review.
  • Determines appropriate actions for revisions, if necessary, and provides assistance and information as needed.
  • Performs other duties as assigned. Duties will be assigned progressively based on candidate's experience and for each increasing Project Management level. Minimum Qualifications Project Manager I :Candidates should possess a Bachelor's Degree in Engineering or an equivalent amount of training and experience. Progression to a Project Manager II will occur upon obtaining qualifications for the level II position. In lieu of the above degree, candidate may substitute:
  • Degree in Construction Management or related discipline OR
  • 5 years of construction experience Project Manager II : Candidates should possess one of the following: (1) Engineer-in-Training (E.I.T.) Certificate from the Missouri Board of Engineers, Architects, and Land Surveyors OR (2) a Plan Examiner Certificate from the International Code Council (ICC) or other approved Third-Party Certification. Progression to a Project Manager III will occur upon obtaining qualifications for the level III position. Project Manager III :Candidates should be Registered Professional Engineer by the Missouri Board of Engineers, Architects and Land Surveyors with five years of practical experience. Additional Information SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire. The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision. All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
