Description
The St. Louis County Department of Transportation and Public Works is accepting applications to fill a Project Manager I, II or III to join their Code Enforcement Mechanical, Electrical and Plumbing (MEP) Plan Review Section as an Engineer. The Project Manager will be responsible for reviewing construction documents for compliance with the County's building, mechanical, electrical and plumbing codes. The qualifications of the selected individual will determine whether the Project Manager I, II or III will be filled.
The staring salaries for each position level are :
Project Manager I: $56,992.00 - $74,672.00
Project Manager II: $61,027.20 - $83,636.80
Project Manager III: $68,348.80 - $93,662.40
Examples of Duties
Reviews, analyzes and prepares blueprint designs, plans, calculations and maps in accordance with general engineering principles and for compliance with codes and regulations on larger projects.
Identify discrepancies and provide technical assistance to arrive at acceptable design solutions.
Prepare engineering or architectural reports, specifications, plans, construction schedules and environmental impact studies.
Inspect construction sites to monitor progress and ensure conformance to engineering or architectural plans, specifications, and construction and safety standards.
Determines appropriate actions for revisions, if necessary and provides assistance and information to the general public and various agencies.
Performs other duties as assigned.
Duties will be progressively more in depth for each increasing Project Management level.
Minimum Qualifications
Project Manager I : Candidates should possess a Bachelor's Degree in Engineering or an equivalent amount of training and experience. Progression to a Project Manager II will occur upon obtaining qualifications for the level II position.
Project Manager II : Candidates should possess one of the following: (1) Engineer-in-Training (E.I.T.) Certificate from the Missouri Board of Engineers, Architects, and Land Surveyors OR (2) a Plan Examiner Certificate from the International Code Council (ICC) or other approved Third-Party Certification. Progression to a Project Manager III will occur upon obtaining qualifications for the level III position.
Project Manager III : Candidates should be registered Registered Professional Engineer by the Missouri Board of Engineers, Architects and Land Surveyors with five years of practical experience.

SELECTION AND APPOINTMENT : A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
