St. Louis Housing Authority is Hiring a Contract and Compliance Specialist - HCV Near St. Louis, MO

POSITION SUMMARY:

This is an exempt position responsible for ensuring the Housing Choice Voucher program is in compliance with the rules and regulations governing the program. The position will independently and objectively review and evaluate compliance issues within the Housing Choice Voucher program. Duties include file review for quality control, SEMAP certification, implementation of agency policies and departmental procedures, investigation of compliance issues, and monitoring of assigned activities required to implement high-performing programs.

MINIMUM QUALIFICATIONS:

  • Must have a high school diploma or equivalent. Required knowledge, skills and abilities for this position would normally be gained through the equivalent of an associate degree in Business Administration or related discipline and at least four (4) years of related experience and/or an equivalent combination to experience and education and training. Prior experience in a public housing agency or local government office and/or prior supervisory experience is preferred. Must obtain a Section 8 Occupancy Certification and a Rent Calculation Certification within 12 months of employment.
  • Ability to compile and analyze various reports, including monthly board report to provide performance charts, report synopsis, and recommendation on a regular basis, and as directed or requested; conducts monthly quality control review of client files for Housing Choice Voucher and Project Based programs to ensure compliance with program requirements. Analyzes problem client files and makes recommendations for correction to the HCV Supervisors within 14 days of completion of file review.
  • Ability to monitor EIV Reports and PIC Reports, provide analysis, resolve discrepancies, recommends and implements corrective actions for resolution of issues; conduct SEMAP review and completes certification within 45 days of fiscal year end. The SEMAP review must include a review of all self-certification indicators, using a file selection method that compiles with the HUD requirements and provides the supporting documentation that complies with the HUD and Independent Audit review requirements.
  • Skill in conducting confidential fraud investigations and recommend course of action to resolve discrepancies with program requirements, regulations and agency policy and procedures; identifies potential areas of compliance vulnerability and risk, research assigned problems and issues. Compiles background facts found, analyzes data and recommends resolution within the prescribed time frame and develops/implements corrective action plan for resolution of problematic issues.
  • Ability to develop an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers.
  • Considerable knowledge of the various Section 8 Programs and the relevant policies and procedures governing them.
  • Skill in the use of data processing systems and personal computers using Microsoft Word and Excel software and skill instructing employees in the use of this equipment and software.
  • Skill in communicating effectively both orally and in writing. Skill in conducting reviews and preparing written reports.
  • Ability to work on multiple assignments, prioritizing activities appropriately and meeting deadlines; read, interpret and apply HUD policies, procedures and regulations.
