St. Louis Housing Authority is Hiring a HCV Supervisor Near St. Louis, MO

POSITION SUMMARY:

This is an exempt management position responsible for the coordination and supervision of Housing Choice Voucher Program operations including admissions, continued occupancy, property inspections, landlord contract compliance and Intake portion of the housing Choice Voucher and related programs in a manner that provides accurate information, responsive customer service and complies with program requirements. Duties include supervision of assigned personnel, implementation of agency policies and departmental procedures and oversight and monitoring of assigned activities required to implement a high-performing Housing Choice Voucher Program.

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Business Administration or related field and five (5) years prior related experience including at least two (2) years in a supervisory capacity. Prior experience in a Section 8 Program may be substituted for the supervisory experience. Must obtain a Section 8 Occupancy Certification and a Rent Calculation Certification within twelve (12) months of employment.
  • Ability to oversee, direct and monitor day-to-day operation of the assigned program area to ensure compliance with HUD SEMAP criteria and SLHA policies and procedures including:
  • Annual re-certifications of client eligibility.
  • Ensuring accurate calculation of an Annual adjusted income for each client.
  • Ensuring accurate calculation of tenant rent for each client.
  • Ensuring proper client selection from the waiting list.
  • Maintaining the Voucher utilization rate in accordance with high performance standards,
  • Ensuring organization of client files in strict accordance with the SLHA file organization

Protocol requirements.

  • Ability to supervise preparation of all internet and external computer generated reports. Monitors and reviews delinquent reports. Conducts monthly internal file audits of not less than 25 clients to ensure compliance with established program requirements.
  • Ability to examine monthly printouts to assure accuracy of HAP payments, resolves discrepancies and makes necessary corrections and adjustments in coordination with Finance Division on a monthly basis.
  • Skill in assisting with the preparation of all reports required by HUD, the SLHA Board of Commissioners and the Executive Director to ensure timely and accurate submissions.
  • Skill in communicating effectively both orally and in writing, conducting reviews, investigations and preparing written reports.
  • Skill in the use of data processing systems, personal computers using Microsoft Word and Excel software and skill in instructing employees in the use of this equipment and software.
  • Ability to monitor multiple activities simultaneously, work under pressure and meet deadlines.
