GENERAL DESCRIPTION: Responsible supervisory work involving the daily control of Solid Waste maintenance. Also participates in the development, planning, and operation of new solid waste programs in accordance with all federal, state and local regulations. Oversees skilled mechanical and instructional work in diagnostic, maintenance and repair of Solid Waste related heavy equipment and automated equipment. Maintains production and quality by ensuring operation of machinery and mechanical equipment. Reports to the Solid Waste Assistant Manager - Maintenance.
ESSENTIAL JOB FUNCTIONS: 
Oversees preventive maintenance on engines, motors, pneumatic tools, conveyor systems, and production machines; following diagrams, sketches, operations manuals, manufacturer's instructions, and engineering specifications; troubleshooting malfunctions. 
Provide mentorship and training to Solid Waste Industrial Mechanics.
Oversees fabrications of repair parts using machine shop instrumentation and equipment. 
Prepare mechanical maintenance reports by collecting, analyzing, and summarizing information and trends. 
Maintain safe and clean working environment by complying with procedures, rules, and regulations. 
Keep Management informed of all potential safety or preventative maintenance problems concerning solid waste equipment and facilities and recommends possible solutions in a timely manner, such that corrective action can be determined.
Must maintain accurate inventory and submit accounts, documentation and reports to the Solid Waste Baling and Recycling Facility Administrative Office for submission to various governmental agencies. 
Must be able to identify, monitor and recommend possible remedial action for operational problems at the facility. 
Understand and comply with the St. Lucie County Board of County Commissioners employee handbook and other established policies and procedures. 
Perform other job-related functions as required
KNOWLEDGE, SKILLS AND ABILITIES:
KNOWLEDGE:
Knowledge of electrical, mechanical and computerized equipment maintenance for construction and commercial or industrial machinery. 
Knowledge of tools and equipment needed for major and minor repairs including but not limited to basics of analysis, vibration analysis, motor controls, PLCs, conveyors, mechanical drives, hydraulic systems, diesel and gas internal combustion engines.
Knowledge of operation, safety practices and techniques as it relates to heavy equipment.
Must have a working knowledge of the maintenance requirements of the facility, including recommended procedures for controlling and containing any accidental hazardous materials or leachate discharge. 
ABILITIES: 
Ability to diagnose defects and failures on all types of heavy equipment, industrial or construction type equipment and be able to read and understand electrical schematics. 
Ability to anticipate maintenance and manpower needs in order to stay up to date with preventative maintenance (PM) and warranty requirements.
Able to communicate effectively with subordinates and superiors, both verbally and in writing.
Must be able to evaluate employees and make recommendations of their best functional abilities. Involves instructing both individual and large groups of people.
Must be able to read, comprehend, and implement various technical manuals and regulations in order to maintain the equipment and operation in compliance with service manuals and regulatory agencies.
Ability to anticipate needs in order to stay up to date with changing regulatory requirements. 
Must be able to perform all activities without daily supervision.
Ability to prioritize and manage projects, plan, and organize in a timely manner. 
Must be able to work extended hours and weekends as required.
Ability to establish and maintain effective working relationships with the public and fellow employees.
ESSENTIAL PHYSICAL SKILLS: Must be able to sit, walk, and stand for extended periods. Operation of pick-up truck is required. Some lifting of 30 lbs. is required.
 
ENVIRONMENTAL CONDITION REQUIREMENTS: Must be able to function in air-conditioned offices, vehicles and outside at various sites around the Landfill in all weather conditions. Must also be able to move from one environmental condition to another frequently.
 
WORK HAZARDS: General occupational hazard of being around heavy equipment and landfill operations on a daily basis.
 
SAFETY EQUIPMENT USED OR NEEDED: safety glasses, boots, and rain gear. Safety vest.
EDUCATION: Requires an associate degree, or equivalent, with supplemental course work relating to Solid Waste Management. Considerable experience may be substituted for educational requirements. 
 
EXPERIENCE: Must have five years of experience of which two must have been in a supervisory capacity and one as a heavy equipment/industrial machinery mechanic. A comparable amount of training or experience may be substituted for the minimum qualifications.

LICENSE, CERTIFICATION OR REGISTRATION:
Must also possess a Driver’s License with a good record. Must be able to obtain FDEP approved Landfill Operation Certification per F.S. 403.716(3) within the six-month probationary period. Pay Grade G13
 
PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.
