St. Lucie County Board of County Commissioners is Hiring a Project Engineer - 131112 Near Administration Building, FL

GENERAL DESCRIPTION: Provides basic civil engineering work in design and construction, reviews construction plans for private and/or public project development, monitors capital improvement projects and/or private developments for compliance with regulations, performs engineering research, assists in drafting plans and specifications, and inspects facilities and investigates problem areas. Supports the County Engineer and other divisions as directed.

ESSENTIAL JOB FUNCTIONS:
Review civil engineering plans and specifications of subdivision and commercial projects as submitted by other engineers for compliance with FDOT standards and current county ordinances.
Research potential projects and represents the Engineering Department at pre-application or other meetings for commercial and residential projects.
Provide contractors, consultants, the general public and other County departments with technical information related to engineering projects.
Prepare staff analysis for internal and public meetings as requested.
Provide AutoCAD support as needed for capital improvement projects.
Assist with technical investigations and solutions to problems requiring general civil and environmental engineering practices.
Review traffic impact studies submitted by other engineers for projects requiring County approval.
Inspect commercial and subdivision developments for construction compliance with plans and specifications.
Provide support to the County surveying group as needed.
Assist with civil engineering design for in-house projects.
Assist in preparing general cost estimates and time schedules for construction projects.
Develop and prepare bid packages in compliance with County purchasing regulations.
Review, track and verify pay requests, change order requests and other financial actions for capital improvement projects.
Interact with the public in an effective, professional and courteous manner.
Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.
May have a role in the County’s disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.
Understand and comply with the St. Lucie County Board of County Commissioners employee handbook and other established policies and procedures. 
Perform other job-related functions as required.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of: 
Understanding principles and practices in civil engineering.
Public works project management. 
Office management, principles and practices. 
Knowledge of County processes and procedures. 

Ability to: 
Establish and maintain effective working relationships with consultants, the general public, employees and officials. 
Supervise, plan, review and evaluate technical engineering projects, designs and specifications. 
Communicate clearly and concisely, orally and in writing and make presentations to the Board of County Commissioners or the general public.
Manage multiple engineering projects simultaneously from start to finish.
Maintain accounting procedures for tracking project budgets and schedules.
 
Skills: 
Skills in engineering design, contract administration, organization, and project management techniques, including planning strategies to maintain project schedules and identify critical paths.

ESSENTIAL PHYSICAL SKILLS: Occasional walking and standing. Ability to occasionally lift 30 pounds. Ability to communicate concisely, orally and in writing. Good hand/eye coordination. 
 
ENVIRONMENTAL CONDITION REQUIREMENTS: Work both outside and inside the office. 

ENVIRONMENTAL PHYSICAL SKILLS: Ability to tolerate variable weather and site conditions.

WORK HAZARDS: Field work will require mobility skills over variable terrain. Working in close proximity to roadway traffic and heavy equipment on active construction sites. Safe operation of assigned vehicle as needed. 

SAFETY EQUIPMENT USED OR NEEDED: Use of appropriate safety equipment is required and varies depending on the specific task (i.e.: a hard hat, safety vest, steel toe boots, etc.).

County employees are considered essential personnel in providing and continuing services to our community during and following a disaster, such as a hurricane, or in other emergency situations. As a requirement of County employment, County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event and/or immediately reporting to work when an all clear is declared by the County Administrator. During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

MINIMUM QUALIFICATIONS:
Education/Experience:
EDUCATION: Graduation from an ABET accredited four-year college or university with a degree in engineering.
EXPERIENCE: Four years' experience in the field of engineering, including experience in administering public works or construction contracts, and/or land development and planning reviews
NOTE:An equivalent combination of experience/training and/or experience may be substituted to meet the above noted minimum qualifications.
Licenses, Certifications, or Registrations: . Must be a current Registered Professional Engineer (PE) in the State of Florida or must be an Engineer Intern (EI) in the State of Florida with the ability to obtain PE within one year of employment.
Must have a valid Florida driver's license and maintain a good driving record.

Pay Grade G207

Driving Position – Operating County vehicles and/or equipment is a primary function of this position.

PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.
