Medicaid Program Advisor - Albany NYOALTC - 1262Minimum Qualifications:Bachelors Degree. A Master Degree in a healthcare related field can substitute for one year of experience 8 years of professional experienceKnowledgeable of the long care system and industry Excellent written and oral communication skillsAbility to work in a team environmentUnder the direction of the Health Program Administrator II/Deputy Director for the Center for Master Plan for Aging, the Medicaid Program Advisor will:Assist in developing, advancing, and evaluating state aging and long-term care policy recommendations. Work to uphold the goals of the Office of Aging and Long-Term Care, specifically in regard to the interaction between Medicaid and Long-Term Care. Develop agendas, meeting materials, and briefing documents for leadership and stakeholders.Assess and analyze the aging and long-term care ecosystem in New York State necessary to inform state policy decisions and drafting of the State’s Master Plan for Aging (MPA). Planning, collecting, and synthesizing research data, to provide proposals to eliminate barriers and increase access to quality, affordable, and accessible care, and services for aging New Yorkers and individuals with disabilities. Research and assessment on existing laws, regulations and policies issued by the Department of Health and New York State Office for the Aging around current requirements and parameters related to the provision of services and supports to aging adults and individuals with disabilities. Able to work within a team coordinating and administering the work of the Master Plan for Aging (MPA) by conducting research, data analysis, and developing content for internal and external stakeholder engagements.Employee must be highly motivated and able to balance competing priorities in a fast-paced environment. Employee must demonstrate strong written, analytical and communication skills, and be able to efficiently synthesize data and complex concepts for OALTC leadership. Employee must have knowledge of and experience in programs related to long-term care services and supports, with knowledge of long-term care workforce issues preferred. As a critical member of the Master Plan for Aging team, the incumbent will be expected to work within a team and to work independently. The incumbent will assist with content preparation for internal and external meetings, conferences and town hall gatherings for external partners related to the progress of the Master Plan for Aging work. Other duties as assigned. Preferred Qualifications:Knowledge and/or experience of the long-term care system in New York State. Knowledge of and/or experience conducting gap analysis in the healthcare continuum.Ability to organize, create tables, charts and graphs based on data trends.The ability to research specific topics, collect data and synthesize material into a formal recommendation to Center leadership.Proficiency in Word, PowerPoint, SharePoint and Excel.Experience working both independently and with a team.Strong problem-solving skills.Excellent professional writing skills. Experience facilitating and presenting within various types of meetings.Previous supervisory experience.
