Technical Business Analyst (Mobile, Testing, Azure) (Hybrid, Harrisburg, PA)
We are currently recruiting a Technical Business Analyst (Mobile, Testing, Azure) for our client, a Commonwealth PA entity. The focus of this role is to perform technical business analysis including developing, documenting, communicating, and supporting lines of service, delivering products and functionality, defining Azure design patterns, and supporting holistic and dependable delivery of mobile solutions for all teams that build mobile applications and work with the enterprise architect, development teams, program delivery areas, and business partners. The subject areas will include reviews and updates to all mobile platforms within the client’s platform and to develop designs, proposals, prototypes, and other artifacts to support the enterprise vision and implement the strategy plan for the enterprise mobile platform to meet existing and future needs. The architecture will define efficient functionality delivery, data reliability, and engaging customer experiences.
This contract position is long-term with funding approved until 6/30/2025. An annual extension is expected to be received for the 7/1/2025-6/30/2026 term, and further extensions are likely with funding approved every 12 months. 40 hours per week role. This position is mostly remote with occasional onsite office visits at our client’s offices located in Harrisburg PA. The chosen candidate will need to report onsite for equipment pick-up. The preferred candidates MUST reside within a reasonable commute, locally in the Harrisburg, PA area.
This is a W-2 role as a Stage 4 Solutions employee. Health benefits and 401K are offered.
Responsibilities

• Conduct research to develop new and improved processes for delivery of services
• Communicate and support integration and implementation patterns and procedures for teams leveraging mobile platforms within the enterprise
• Design and plan workflow processes for efficient and excellent customer service delivery and conduct testing on the enterprise’s mobile platform solutions
• Monitor performance metrics and services using automation and manual processes to ensure operational excellence for the enterprise’s mobile domain
• Troubleshoot problems associated with mobile processes as they exist in the enterprise’s mobile domain and evaluate processes and technology to ensure compliance with industry standards, client’s IT Policy, and EASM standards
• Provide estimates in effort and services costs to support the enterprise mobile domain and develop and support technology upgrades and regular support roadmaps for the enterprise’s mobile domain
• Conduct training, provide incident response, and offer guidance to a wide range of mobile customers including other development teams, infrastructure engineers, and mobile app users
• Review and recommend technical frameworks, technologies, and implementation patterns as defined by EASM Standards
• Develop and participate in creating detailed project documentation, including plans, design specifications, roadmaps, models, and technical interfaces
• Collaborate with other technical teams to define and support successful delivery of services and solutions and with the enterprise architect to maintain a standard SDLC process for all client’s mobile development teams
• Utilize configuration management tools, design tools, debugging tools, and any other environment specific tools necessary to create, test, and implement enterprise systems, applications, and components and support enterprise product deployment and enterprise product validation activities
• Develop digital artifacts to support communication with disparate development teams. Documentation will include strategy and roadmaps, design plans, hosting pattern and implementation documents, system to system integration patterns, guides for reusable coding and enterprise frameworks, configuration standards, logging requirements, SDLC and CI-CD process maps, testing guidance, implementation and support plans, and educational resources to support new technologies and techniques.

Requirements

• 5 years of experience with:
• working with development teams
• testing and supporting responsive design web applications
• testing and supporting Cloud hosted technology services
• testing and supporting mobile applications
• testing and supporting web services
• authoring system and technical documentation, diagrams, and other artifacts in support of customer service and delivery of technology solutions
• 3 years of experience with:
• development and delivery of training content and materials
• production support operations including triage, root cause analysis, and communications
• 1 years of experience with:
• creating accessible content using plain language and clear and structured content, and providing alternatives as needed
• creating content that reflects diversity and inclusion
• accessibility evaluation tools and frameworks (e.g., WAVE, Developer Tools, Accessibility Inspector)
• assistive technologies (e.g., VoiceOver, JAWS, Dragon Naturally Speaking, ZoomText)
• Knowledge of digital accessibility and disability inclusion
• Knowledge of regulations related to digital accessibility (e.g., Section 508, ADA)
• Knowledge of the Plain Writing Act of 2010 and other regulations related to content accessibility
• Knowledge of WCAG 2.1 AA requirements related to content authoring and production
• Knowledge of web technologies (e.g., HTML, CSS, JavaScript)
• Experience in DevSecOps practices with a focus on reduced total cost of ownership and ease of use.
• Experience with Java, and Azure, best practices, and standards
