About the Opportunity

THE IDEAL CANDIDATE

Stanislaus County Behavioral Health & Recovery Services is looking for a motivated team lead to supervise the day-to-day administrative operations of the Quality Services and Risk Management department. Our goal is to support our BHRS Programs in meeting clients' needs and maintaining a high level of standards and compliance with all regulatory requirements.

ABOUT THE POSITION

The Staff Services Technician works under general supervision performing the more routine analytical and technical administrative service work in one or more of the following areas: coordinating data processing to ensure the necessary input and output for complete record-keeping and reporting functions.

The Quality Services and Risk Management team provides support and technical assistance to the department and contract providers in the areas of quality improvement, risk management, compliance standards, State and other audits and reviews, as well as training. The Staff Services Technician position works under the general supervision of the Quality Services and Risk Management to perform oversight of the day-to day administrative activities, the daily supervision of the QS Admin Staff, and performs more routine analytical and technical administrative work. The position supports the Quality Services and Risk Manager with processing information that is highly confidential in nature. The Staff Services Technician acts as a lead-worker disseminating work assignments, training admin staff, and handling more complex administrative projects and tasks.

This recruitment is being conducted to fill a vacancy for Behavioral Health and Recovery Services and establish an eligible list to fill future full-time vacancies.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services bargaining unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

  • Set meeting agenda's and takes meeting minutes;
  • Support complex administrative tasks;
  • High level administrative database management & record keeping;
  • Coordinate, track and organize information and data required for regulatory reporting (i.e. grievance and appeal reports);
  • Maintain proficiency in the use of database software and hardware utilized;
  • Accurately maintain operational records and filling systems;
  • Create, maintain, and manage reports, correspondence, and forms containing difficult, sensitive, and confidential information from written or recorded sources;
  • Participate in policy and procedures creation/review as it relates to designated function;
  • Review technical information and departmental policies and procedures with BHRS and Contractor programs by phone and email;
  • Supports state and other audits and reviews;
  • oversee day to day clerical operations - telephone monitoring, submitting travel authorization, making appointments, ordering and maintaining supplies, organizing and routing mail, coordinating delivery and assigning staff tasks;
  • Assist with training, supervising, and evaluation of QS/RM Admin Staff;
  • Process Incident Reports, Grievances, Appeals, Expedited Appeals, Change of Provider requests, and State Fair Hearings and communicate with BHRS Programs and Contractor programs to ensure documentation is complete;
  • Respond to inquires from interdepartmental staff, departments, contractor programs in accordance with policies and procedures and confidentiality standards;
  • Review work processes and make necessary improvements;
  • Build and maintain relationships and managements, co-workers, other departments, and community partners;
  • Effectively communicate program changes with other staff and departments, and community partners;
  • Provide support to QS Manager, QS & Risk Manager, Compliance Manager, and QS/RM & Compliance Staff.
  • Carry out high level administration functions;
  • Support the complex administrative needs of staff;
  • Gather, coordinate, and organize information and data for required record keeping and reporting needs;
  • Maintain proficiency in the use of software and hardware utilized;
  • Coordinate and monitor materials required to be on hand;
  • Create and prepare statistical reports related to operational functions;
  • Interpret statistical data for department administrators;
  • Perform and supervise routine administrative and clerical tasks; and
  • Train, supervise, and evaluate clerical staff.

Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

KNOWLEDGE
  • Modern office practices/record-keeping;
  • Statistical record keeping and reporting concepts, methods and techniques;
  • Data processing relating to budget control or payroll;
  • Principles and techniques of employee supervision; and
  • Spelling, grammar, and elements of proper writing procedures.
SKILLS/ABILITIES
  • Supervise staff conducting technical assistance;
  • Work independently, under general supervision;
  • Interpret and prepare statistical reports;
  • Communicate effectively;
  • Speak and write in a clear, concise manner;
  • Effectively manage time and prioritize work tasks around strict timelines and deadlines;
  • Develop and maintain record-keeping systems and electronic databases;
  • Prepare recommendations for Departmental and County review;
  • Sit at a desk for extended amounts of time;
  • Lift, bend, stoop and reach overhead; and
  • Push, pull, squat, twist and turn.

EDUCATION AND EXPERIENCE
PATTERN I
  • Completion of thirty (30) college semester units in Public or Business Administration or related area.
PATTEN II
  • Two (2) years performing highly complex clerical duties with lead-worker, programmatically or accounting responsibilities.
