Minimum Qualifications

Preferred Qualifications:
o 3 years of investment, finance, corporate governance or climate policy experience
o Bachelor’s degree from an accredited four-year college or university, ideally with a focus on economics, business, sustainability, law or policy. Advanced degree a plus.
o High ethical standards and commitment to the fiduciary responsibilities of a pension fund
o Strong knowledge of core investment concepts, strategies, and asset classes
o Clear understanding of sustainability and ESG as key tenets of investing
o Awareness of best practices for proxy voting, investment stewardship and ESG integration
o Experience in reviewing, assessing and interpreting corporate reporting documents and third-party climate data for investment analyses
o Knowledge of the investment risks associated with climate change and the high-impact sectors identified by the Taskforce on Climate-Related Financial Disclosures
o Strong oral and written communication skills
o Strong research and analytical skills, including facility with Excel
o Team player with the ability to work collaboratively
o Detail-oriented working style and ability to handle cross-functional, complex projects
o High degree of independence, self-direction, and time management ability

Duties Description
Responsible for key components of the New York State Common Retirement Fund’s (CRF) corporate governance, stewardship and environmental, social and governance (ESG) integration functions, with a focus on the continued implementation of the CRF Climate Action Plan.
Based in the Albany or New York City office, the Corporate Governance Officer will report to the Senior Corporate Governance Officer, Head of Climate and Environment.
  • Engage with public companies, asset managers and public policy makers on ESG issues, policies, and practices, with a focus on environmental and climate risks.
  • Conduct company-level climate transition readiness analyses by developing and applying the CRF’s transition assessment frameworks.
  • Assist with managing and monitoring of existing climate-related investment restrictions and the evaluation and adoption of any additional investment restrictions.
  • Research, draft, file, present and negotiate environmental and climate change-related shareholder proposals and evaluate and monitor implementation of the CRF’s proposals by portfolio companies.
  • Assist with proxy voting regarding environmental and climate-related issues.
  • Research and attain expertise in ESG and climate-related risk assessment tools, metrics, standards, issues, and policies.
  • Develop and draft ESG and climate-related policies, strategies, proxy voting guidelines, reports, and presentations.
  • Prepare memos, briefing materials and talking points for the Comptroller, PICM leadership and colleagues.
  • Draft responses to complex ESG and climate-related questionnaires, surveys and correspondence.
  • Build relationships with the CRF’s various stakeholders including external asset managers, public companies, fellow asset owners, policy makers and others in relation to ESG and climate-related issues.
  • Work on policy initiatives to promote ESG and climate-related practices, policies, laws and regulations that will help protect and enhance the CRF’s assets.
  • Serve as one of the CRF’s representatives on ESG and climate-related topics at conferences, meetings, and other external events.
  • Monitor key trends related to climate change and energy transition.
  • Support the CRF’s investment officers’ integration of ESG and climate-related factors into investment diligence and recommendations using the CRF’s proprietary tools, as well as data and information from external providers.
  • Assist with the development, coordination and implementation of the corporate governance unit’s annual work plan, projects and initiatives.
  • As needed, provide supervision and training to junior corporate governance officers and interns.
  • This position requires occasional travel between OSC’s Albany and NYC offices.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
