Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Transfer:
For 52.6 and/or 70.1 transfer to an Information Technology Specialist 4 (Database), salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description
  • Elicit requirements from bureaus and facilitate efforts to translate business requirements and issues into data analytics problem statements.
  • Conduct work that demonstrates the viability and value associated with specific aspects of data analytics while building capabilities, tools, processes, and staff skills in support of long-term plans.
  • Facilitate meetings attended by project team members, agency management, and IT staff to discuss specific project objectives and resolve problems or issues.
  • Support staff in their analysis efforts by introducing new predictive analytic techniques.
  • Assist in the development of logical data models, data entities, data attributes, and logical data groups and relationships.
  • Assist in the training of application programmer analysts and operations personnel in the efficient use of database software.
  • Act as vendor liaison for the diagnosis and resolution of database-related software problems.
  • Analyze new and updated software releases from vendors to determine their effects upon the existing software environment.
  • Work with the Statewide Financial System (SFS), Chief Information Office (CIO), and Office of the State Comptroller (OSC) directors to develop an analytics implementation strategy that takes advantage of existing and proposed data repositories and tools (i.e. SFS, FirstNY, AnalyzeNY, Tableau, Oracle OBIEE, MS PowerBI).
  • Develop analytical implementation strategies that are repeatable and accessible for end users to implement various approved analytics projects.
  • Assist in the implementation of new data management policies, procedures, and standards.
  • Make recommendations on acquisition of new hardware, database software products, and maintenance service.
  • Plan and allocate personnel and non-personnel assets and resources to accomplish productivity and quality goals including, but not limited to, managing the schedule for implementation, identifying risks and mitigation strategies, and providing clear and effective communication to all project stakeholders.
  • Assist with establishing and maintaining relevant controls and feedback systems to monitor the operation of the team.
  • Monitor and report on projects assigned to the team and its members.
  • Plan, evaluate, maintain, and improve systems, procedures, and policies that enable and encourage optimum performance.
  • Create new and ensure adherence to existing internal controls, standards, guidelines, policies, and procedures.
  • Collaborate and actively participate with other CIO teams on problem resolution.
  • Identify risks and propose potential remediation solutions to management and key stakeholders.
  • Develop and/or assists in the preparation of procurements, including Request for Proposal's (RFP).
  • Assist in the evaluation of vendor responses to procurement opportunities.
  • Provide oversight and direction to the employees on the team in accordance with the organization's policies and procedures.
  • Mentor supervisors’ utilization of evaluations and discussions to maintain organization alignment and prepare staff for advancement opportunities and business continuity.
  • Assign work to staff, monitor project progress, review major initiatives and make recommendations.
  • Work with supervisors and other technical leaders to manage the teamwork plan and set priorities for projects undertaken by the team.
  • Develop an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.
  • Provide guidance and empower employees to take responsibility for their jobs and goals.
  • Delegate responsibility, tasks and issue resolution and expect accountability and regular feedback.
  • Oversee employee lifecycle tasks such as interviewing, hiring, performance evaluations, training/ performance plans and mentoring.
  • Address insufficient employee performance through counseling and seek disciplinary actions where appropriate.
  • Maintain employee work schedules including assignments, staff scheduling, skill development, cross training, telecommuting, and overtime to ensure adequate coverage to complete team assignments.
  • Approve production and QA migrations, following standards and best practices.
Additional Comments
Knowledge, Skills, and Abilities
  • Demonstrated experience in Data Analysis (1 years to 2 years)
  • Experience in technical writing (1 year to 2 years) including, but not limited to:
o Evaluation of written materials and specifications.
o Writing Skills: Standards and procedures, Service Level Agreements (SLAs), etc.
  • Demonstrated experience in emotional intelligence.
  • Demonstrated experience in both written and verbal communication of information to stakeholders at all levels of the organization.
  • Demonstrated organizational management skills performed in a team-oriented workplace.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
