Job Description

The Department of Natural Resources, Division of Mining, Land & Water (DMLW) is seeking a talented and creative developer to join our IT team in a flexibly staffed Analyst/Programmer 4 (Range 20) position. This position is eligible for a hybrid/remote work schedule. 
 
This full-time permanent Analyst/Programmer works as part of a fun and creative team responsible for maintaining DMLW’s very large website, developing, testing, and producing simple to complex web-based line-of-business applications and databases critical for successfully managing Alaska’s beautiful state-owned land and water. Mission and Culture
The Department of Natural Resources’ mission is to "develop, conserve and maximize the use of Alaska's natural resources consistent with the public interest." The DMLW's mission is “to provide for the appropriate use and management of Alaska’s state-owned land and water, aiming toward maximum use consistent with the public interest.” DMLW is the state’s general land manager, administering the state’s public domain. DMLW manages approximately 105 million acres of general state-owned upland, tideland, and submerged land.
 
With a resource-rich state-owned land base that is larger than many states, our IT team develops our line-of-business software applications for all DMLW authorizations to use that land base. The successful candidate will consult and work with internal users to analyze business needs and turn those needs into suitable solutions by developing requirements and specifications to design, develop, write code, test, and debug complex applications, write user documentation, and move to a production environment. Tasks include working with relational databases, advanced-level programming languages, and multiple business systems to provide optimal IT applications. The successful candidate will work in a supportive and fun environment with experienced IT co-workers and technologies conducive to his/her own career growth. We value the cohesive teamwork that builds and cultivates through collective hard work and shared ideas.

Core Responsibilities 

  • Responsible for full-stack software development and maintenance of DMLW public websites, intranet, and all related applications, utilizing AI and Machine Learning skills and knowledge.
  • Design and develop interface routines with various applications and hardware, including mid-tier, mainframe, content management systems, and web services.
  • Perform database design and maintenance.
  • Enforce State standards for web design, security, and data management, ensuring the security of confidential data.
  • Collaborate with other Analysts/Programmers on special projects and other duties as needed. 
  • Writing detailed documentation for the code and software to help other developers understand and maintain it while serving as Team Lead on projects.

The Working Environment You Can Expect
The IT section is located on the 10th floor on the south side facing section, in the Atwood Building in downtown Anchorage. Parking is provided in the Linny Pacillo Parking Garage, directly across the street from the Atwood building. The core office hours are from 8:00 AM-5:00 PM Monday – Friday with a 7½-hour daily work schedule. The daily routine for this position consists of collaboration on projects in all forms. We value teamwork, which builds and grows through collective hard work and shared ideas. You would have a cubical office space with an amazing view of South Anchorage.

Who We Are Looking For
The successful candidate will have an understanding and high level of experience with various programming languages, including C#, JavaScript, HTML, and CSS; moderate to complex SQL queries, stored procedures, and functions; and the ability to effectively learn new databases, web design usability and accessibility, and the ability to troubleshoot and problem-solving programming issues within databases, websites, and applications.
The ideal candidate will also have:
  • An emphasis on full stack software development work (both frontend and backend) with primary development environment in C# in the .NET framework and experience utilizing AI / Machine Learning skills.
  • Business analysis skills, including testing, debugging, and business interfacing skills, are required to properly determine customer needs and technological requirements.
  • Experience using version control software in a production environment and relational database experience that requires effective oral and written communication skills, a desire and aptitude to learn new skills, and the ability to be a team player and motivated to help the division with a variety of projects.
  • Ability to comprehend software instruction manuals & documentation and be able to apply knowledge gained from reading the information provided. 
  • Microsoft 365 (Word, Excel, Outlook, PowerPoint & Power Apps) experience, a work history that demonstrates successfully and consistently following schedules, the ability to work independently, set goals, accomplish objectives, and meet deadlines, and the ability to be a strong Team lead in projects that arise, with the ability to communicate effectively in planning, development, and execution of objectives.

Minimum Qualifications

Four years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.

Substitution:

A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.

Special Note:

An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.

Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.

For some positions in these job classes, a background investigation including fingerprinting is required.
