State of Alaska is Hiring an Investigator 3 Near Juneau, AK

What you will be doing:

The investigator’s primary role is to obtain and evaluate information and evidence, enabling the team to provide effective representation in court. It is a hands-on role, and includes interviewing clients and witnesses both in person and telephonically, visiting and analyzing crime scenes, reviewing police reports, records and interviews, researching case leads, subpoenaing witnesses and records, obtaining copies of digital evidence, coordinating witness and expert travel, researching experts and making arrangements for their services, preparing demonstrative aides to be used at trial, and testifying in court. The position includes the opportunity for formal introductory and advanced training in investigative techniques.
Our organization, mission, and culture:
The Office of Public Advocacy (OPA) provides legal advocacy and guardianship services to vulnerable Alaskans. OPA provides a variety of services to citizens throughout the state, with offices in Anchorage, Juneau, Fairbanks, Kenai, Palmer and Bethel. The Juneau Criminal Representation section advocates primarily on behalf of adults and children accused of crimes, parents in child-in-need-of-aid cases, and persons facing the appointment of a legal guardian.

The Juneau Criminal Representation (JCR) office presents the opportunity to work as part of a small but strong team providing advocacy on behalf of vulnerable Alaskans. The investigator is a key component of this team. While the work of this team is primarily defense work, those with law enforcement or Department of Corrections are encouraged to apply.
The working environment you can expect:
This position is in OPA’s JCR located in the State Office Building in downtown Juneau. Work is primarily done from this location; however, the position will necessarily include travel throughout southeast and at times across the State.
Who we are looking for:
Interested candidates should have some or all of the knowledge, skills, abilities and experience listed below:
  • Ability to communicate effectively and professionally with persons from various socioeconomic and cultural backgrounds about experiences that include sensitive and traumatic events.
  • Ability to travel to rural locations, including remote villages.
  • Ability to work independently, take initiative, exercise sound judgment, problem solve, and follow directions with minimal supervision.
  • Ability to adapt to changing priorities, work effectively in high pressure situations, successfully manage multiple tasks, and continue to meet deadlines, despite frequent interruptions.
  • Ability to access database systems (APSIN/ACOMS) and previous work experience handling confidential and sensitive documents. In order to be granted access to the Alaska Public Safety Information Network (APSIN) and Alaska Corrections Offender Management System (ACOMS), the individual who is selected for this position will be required to pass a background investigation and may be fingerprinted. Full disclosure of ALL past criminal convictions (both misdemeanor and felony) at the time of application is required. Convictions may lead to disqualification due to the requirements necessary to access these systems.

  • Valid Driver's License.

  • This position may require the use of the Alaska Public Safety Information Network (APSIN); the incumbent must be able to pass a criminal background check per 13 AAC 68.215.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in:

  • Integrity/Honesty: Contributes to maintaining the integrity of the organization; displays high standards of ethical conduct and understands the impact of violating these standards on an organization, self, and others; is trustworthy.
  • Investigation: Knowledge of the guidelines, regulations, and procedures associated with investigation, including interviewing, evidence detection, locating, gathering, and handling, and drawing appropriate factual inferences and conclusions. Provide oral or written reports of findings. Presenting evidence and providing testimony.
  • Law: Knowledge of State and federal laws, including legal and court procedures, regulations, guidelines, precedents, admissibility of evidence, case preparation, and/or settlements for applicable areas of law practiced or supported.
Equivalent to those typically gained by:
Any combination of preparatory post-secondary education and/or progressively responsible investigative work experience performing duties such as locating and gathering information, evidence and/or testimony to be used in civil or criminal proceedings, administrative actions, or governmentally regulated activities which included preparing reports in support of attorneys or agencies engaged in administrative adjudication, and/or detecting and verify suspected fraud, licensing violations, and other violations of state law.
Definitions:
“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.
“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.
“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through
formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.
“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.
Special Note:
Some positions in this class may require eligibility for commission as a Special Officer with the State of Alaska as a condition of hire.
Some positions require applicants pass a background investigation, which includes a criminal record check for conviction of felony or misdemeanor crimes, as a prerequisite to employment.
Some positions require incumbents possess an Alaska driver's license and operate a motor vehicle.

Additional Required Information

At time of interview, please provide the following:

  • A copy of academic transcripts (unofficial are okay; please ensure that the institution name/URL is listed on the transcripts), if used to meet the minimum qualifications.
  • Three (3) professional references, two (2) of whom have previously supervised you, including current daytime phone numbers.
  • Past three (3) performance evaluations or letters of recommendation.
APSIN
Requires use of the Alaska Public Safety Information Network (APSIN), which includes passing a background investigation in which fingerprinting will be conducted.
Special Note:
Requires frequent travel within the State, primarily focused in Southeast Alaska. This includes travel by airplane or ferry. Trips may last as long as the length of a jury trial.
Requires a valid driver's license.
