State of Alaska is Hiring a Road Foreman of Engines - DSLE Near Anchorage, AK

PURPOSE OF POSITION: The Road Foreman of Engines is the Designated Supervisor of Locomotive Engineers (DSLE) as described in the ARRC’s Locomotive Engineer Certification Program. The Road Foreman manages the daily field operations of the railroad with respect to train movement. Ensures compliance with all Alaska Railroad and Federal requirements for eligibility, training, testing, certification and monitoring of locomotive engineers and conductors. Supervises train, engine, and utility employees for safe and efficient operation. Reviews and implements operations processes in order to maximize efficiency.


Duties and Responsibilities:
Develop, update and implement the conductor and locomotive engineer certification programs for eligibility, training, testing, and monitoring of conductors and locomotive engineers. Conduct annual physical train ride and event recorder analysis of each locomotive engineer. Develop and implement training programs for conductors and engineers. Develop, schedule and deliver on-the-job training for student trainmen and enginemen. Work with experienced train and engine personnel to conduct classroom and on-the-job training to students. Conduct operational field testing to ensure compliance with ARRC and Federal Safety requirements and fuel conservation techniques. Ensure that daily locomotive inspections are performed and that positive train control is properly utilized. Assist in implementing policy and executing the operating plan. Supervise and mentor assigned T&E employees.
Initiate train operation directives and develop new or revised operating procedures, as required. Develop, implement, and schedule training programs and methods to ensure engineers develop and maintain required train handling skills. Coordinate with Mechanical Department personnel to provide technical information to T&E on locomotive troubleshooting and status.
Participate on investigative teams as subject matter expert in cases involving grade crossing accidents, derailments, and incidences that require analysis of event recorder information. Identify train handling problems related to particular routes and develop train handling techniques to achieve improved operations and fuel efficiency. Act as an expert witness in derailment analysis or other related incidents.
Ensure safe working conditions by conducting safety audits and site specific inspections and citing operations hazards and directing corrective actions, as required. Conduct safety meetings and promote the safety culture.
Conduct formal disciplinary investigations pursuant to ARRC policy and bargaining agreements; assess disciplinary action consistent with inquiry findings; ensure compliance with ARRC safety and operating rules, bargaining agreements, and Government regulations.
FACTOR 1: Technical and Operational Knowledge
Must possess a high school diploma or GED. Must have seven (7) years of experience as a Locomotive Engineer and hold current certification. Must possess a thorough working knowledge of the General Code of Operating Rules, Air Brake and Train Handling Manual, Safety Manual as well as a thorough working knowledge of day-to-day railroad operations and practices. Knowledge of and skills in applying basic federal railroad regulations, guidelines and rules. Ability to read and comprehend written safety rules, procedures and safety manuals, government regulations, operating and maintenance instructions, memos and other work-related information. Ability to train crews (road & yard personnel) to perform job-related duties; and to provide training related to federal and company regulations, rules, and safety guidelines. Must have an understanding of bargaining unit agreements.
FACTOR 2: Analytical Skills and Impact
Utilizes above knowledge to manage daily operations and practices. Analyzes changes in relevant regulations to determine impact on ARRC’s operations. Ability to determine employee and supervisor training and educational need in order to maximize employee resources and efficiency of train operations. Must be able to analyze causes of accidents, provide investigative input and research reports, applicable legislation and job hazards to design appropriate education activities and operating practices.
FACTOR 3: Supervision and Control
Incumbent will supervise represented transportation employees. As the DSLE, the incumbent is responsible for the certification and re-certification of locomotive engineers working on the ARRC. Monitors and control cost of training, testing, and the recertification program to meet goals.
FACTOR 4: Communication
Ability to express ideas, information, and effectively communicate with others in a clear, concise, courteous, efficient and professional manner. Be able to communicate effectively both orally and in writing within all levels of the organization. Contacts are with ARRC personnel, government agencies, vendors, and the general public. Contacts are for the purpose of gathering information and answering questions about employee and operating safety, training, and certification programs.Incumbent may also conduct safety training sessions. Contacts with public citizens for the purpose of resolving train related issues.
FACTOR 5: Working Conditions
This position calls for flexibility to work weekends, holidays, swing shifts, evenings and on-call duty, as well as for the use of personal protective equipment including hard-hat, safety glasses and steel-toed boots.

Minimum Qualifications

Must possess a high school diploma or GED. Must be a certified locomotive engineerwith seven (7) years of verifiable experience as a locomotive engineer. Must be able to successfully pass test(s) and perform the duties of the Designated Supervisor of Locomotive Engineer. Two years of supervising, directing, or being a team leader for train operations personnel is required. Must have thorough working knowledge of Code of Federal Regulations Part 240/242. Must have the ability to work with and supervise people. Must have proven ability to teach the knowledge and skill necessary to be a locomotive engineer. Must have strong leadership and mentoring abilities and possess excellent communications skills. Must be safety conscious and able to support and contribute to a strong safety process. Incumbent must be able to pass hearing and vision acuity requirements as outlined in CFR Part 240/242. Must be able to operate a personal computer using word processing and Excel spreadsheet software. A valid driver’s license is required.

Alaska Railroad Corporation Benefits
The following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.

Retirement Plans
ARRC Pension Plan – Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.
Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.
Early retirement, survivor and disability benefits are available for vested participants.
401(k) Tax Deferred Savings Plan – Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.

457 Deferred Compensation Plan – Participation is optional for non-represented employees.

Insurance and Flexible Spending Plans
All plans are optional except the RR Dental Plan for bargaining unit employees.

Health Insurance Plan
A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee’s spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.
The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials). The Plans have the following features.

The Alaska Railroad Optional Dental Plan for both represented and non-represented employees.
