Job SummaryThis position will supervise all work duties and responsibilities of up to (8) employees on a regular basis. Performs a broad scope of high level highway operational duties including scheduling, assigning and overseeing the assigned unit's work crew, inspection of work, training and guiding staff as it relates to tasks such as the operation of motorized vehicles and equipment utilized in highway maintenance with Federal, State, County or private contractors; pavement care and preservation; roadside shoulder restoration and repair; delivery of equipment and materials; snow removal operations; permit compliance. This position shall be an active part of the Incident Response Team and shall initiate Traffic Incident Management (TIM) principles in a proactive manner. This position will align with the TIM program. Additional duties will be to oversee the special request from DPS or other Law Enforcement Agency for events such as POTUS, funerals, etc., that require working knowledge of traffic closures and the development and use of NIMS and IAP's.

Job DutiesResponding to and implementing Traffic Incident Management (TIM) on the Federal and State Roadways and Highways (Highways) around the Phoenix Metropolitan area and interfacing with Federal, State and local emergency agencies. This includes obtaining all information about the incident that impedes the normal flow of traffic, reporting it to include insurance recovery and photo's of damage to ADOT infrastructure, and removing the incident related debris to restore the normal flow of traffic.
Review the response and work reports of the employees on the same shift that they supervise. Clarifying and tracking the work reports from previous
work day for their same shift employees. Meet with Supervisors, Superintendents or District Engineers to obtain work tasking information. Assists the
Superintendent (or equivalent) with the administration and management of the highway operations program for a group. Assembles the work program
and verifies the work performed is within acceptable standards.
Performing minor repairs or conducting inspections of the Highways and critical ADOT infrastructure in order to maximize the movement of traffic on the Highways. Review highway work areas with superintendents for asset condition for trouble spots. Assists in setting priorities and track trends for highway traffic incident management. Will operate a State vehicle in the course and scope of conducting State business.
Developing and ensuring that Incident Response Team policies and procedures and training accurately reflect the duties of the position as it develops
and evolves as this is a new program. Review and revise policies and procedures and training courses as required but at least every six months for the
first two years.
Other duties as assigned as related to the position.
Knowledge InKnowledge, Skills & Abilities (KSAs):
Prefer 3 years or more as a Highway Operations Technician IV. Training or equivalent in Supervisor Training in Accident Reduction Techniques.
Minimum ICS 100,200, 700, ICS 300 preferred, l First Aid & CPR. Arizona MUTCD Traffic Control Technician and Supervisor, preferred. TIM Instructor.
Pre-Employment RequirementsThis position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

- Knowledge of ICS and how it applies to Traffic Incident Management (TIM).
- Knowledge of legislative guidelines, policies and procedures, scene and perimeter Temporary Traffic Control (TTC) concepts and devices, roadway types and lane designations as well as traffic flow and patterns.
- Knowledge of systems and materials used by ADOT in order to minimize and mitigate infrastructure and personal damage to private and commercial vehicles.
- Knowledge of principles and practices of highway operations as applied to traffic incident management, project management.
- Knowledge of federal and state statutes and agency standards, policies and procedures.
- Knowledge of the maintenance management system; of procurement procedures.
- Knowledge of budgeting.
- Knowledge of supervisory duties.
- Knowledge of Google Suite programs.
- Demonstrated ability to conduct an incident initial size-up based upon roadway types, lane designations, roadway geometrics and establish command, implement traffic control measures, recognize the need and type of resources to stabilize the incident and then manage those resources to ensure safe, effective traffic management around a scene.
- Be able to identify the potential presence of hazardous materials, secure the scene, make emergency notifications, and perform defensive actions to reduce the threat of harm to life, property and environment.
- Demonstrated ability to drive in a defensive manner when responding under emergency conditions to an incident and operating telecommunications equipment.
- Highest skill required in analyzing and evaluating highway operations data.
- Skill in researching, reading and interpreting technical information.
- Ability to identify and document roadway or highway damages and incident geometrics as well as properly fill out work orders and insurance damage reports.
- Ability to use various communication devices, donn and wear approved PPE during incident response operations, and make command level decisions when appropriate.
- Ability to establish Temporary Traffic Control (TTC) devices and equipment.
- Monitor and adjust any TTC measures at a traffic incident given a TIM Area or a TTC problem or changing conditions and working with in a Unified Command System to make necessary adjustments to the traffic plan.
- Ability to lift, bend, carry 75 pounds and work in all types of climates to include high heat and cold weather.
- Ability to write or print, understand basic math concepts and interface with people on all levels.
- Ability to coach and develop employees, including continuous improvement practices and principles
