The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections-operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:
This position reports directly to the Director of OOD and is responsible for providing briefings and data reports, ensuring that the Director is informed and apprised of all issues relating to physical security and to establish effective physical security measures to safeguard Arms, Ammunition, and Explosives (AA&E) assets and prevent unauthorized access, loss, or theft.
This position performs a variety of physical security and explosive storage facilities management duties in support of the Ordnance Operations Directorate (OOD) and associated DOD, or DOD affiliated customers through the provision of explosive storage and support facilities periodic physical security associated tasks. This position is responsible for adhering to military regulations as outlined within AR 190-11, DOD Manual 5200.08 volume 3, AFI 31-101 and NAVFAC DM-78, and other associated requirements. It is critical for this position to stay updated on changes to regulations and ensure that security practices within the OOD remain in compliance with US Navy, US Air Force, US Army, and associated DOD regulations.
Job Duties:
Responsibilities include:
•Serves as a key point of contact between OOD management, Operations Crews, Transportation, Quality Assurance, Site visitors and contractors and associated employees, fostering a positive work environment and promoting continuous improvement within the roles of physical security and explosive storage facilities management.
•Responsible for overseeing and managing the Facilities Maintenance Coordinator/Lock Smith (FMC) to ensure efficient and effective operations. This role involves planning, organizing, and coordinating daily/periodic activities, monitoring performance, and ensuring the FMC meets established standards and goals. Providing guidance and direction to direct reports assigned completing required leave authorizations, time attendance, disciplinary actions, performance reviews and other supervisory responsibilities.
•Documentation and Reporting: Maintaining accurate records, logs, and reports related to AA&E security activities, including security incidents, inspections, training sessions, and security equipment maintenance.
•Physical Security Inspections: Supervising and/or conducting regular periodic security inspections and assessments of AA&E storage facilities to ensure compliance with AR 190-11 standards and identify potential security vulnerabilities or deficiencies.
•Security Training: Providing periodic training and guidance to military personnel, security guards, and other personnel responsible for AA&E security on physical security procedures, threat awareness, and response protocols outlined in AR 190-11.
•Policy Implementation: Implementing and enforcing physical security policies, procedures, and guidelines as prescribed by AR 190-11 to ensure the protection of AA&E assets.
•Physical Security Planning: Supervising and maintaining physical security plans for AA&E storage facilities, installations, and operational areas in accordance with AR 190-11 requirements. This includes conducting security assessments, identifying vulnerabilities, and recommending corrective actions.
•Access Control: Supervising the establishment and management of ASA access control measures, including perimeter security, entry control points, and visitor screening procedures, to prevent unauthorized access to AA&E storage areas.
•Security Clearance Management: Managing security clearances for personnel authorized to access AA&E storage areas, including background checks, clearance verification, and access control measures.
•Physical Security Equipment: Coordinating for and supervising the installation, maintenance, and operation of physical security equipment, such as fences, barriers, surveillance cameras, intrusion detection systems, and access control systems, to enhance AA&E security.
•Emergency Planning: Supervising and maintaining emergency response plans and procedures for AA&E security incidents, including fire, theft, sabotage, and natural disasters, in accordance with AR 190-11 requirements.
•Incident Response: Responding to security incidents, breaches, or alarms involving AA&E assets, coordinating with law enforcement agencies and military authorities as necessary, and conducting investigations to determine the cause and implement corrective actions.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
•Regulatory Knowledge: A comprehensive understanding of the content and requirements outlined in AR 190-11, including its purpose, scope, definitions, and key provisions related to AA&E physical security.
•Security Classification: Knowledge of the classification levels and handling procedures for AA&E materials, including classified and unclassified assets, as outlined in AR 190-11.
•Storage Requirements: Familiarity with the requirements for storing AA&E assets, including facility design, construction standards, security measures, access controls, and inventory management procedures specified in AR 190-11.
•Access Control: Understanding of access control measures, procedures, and requirements for AA&E storage facilities, including entry control points, perimeter security, visitor screening, and identification systems as prescribed by AR 190-11.
•Security Inspections: Knowledge of the procedures and criteria for conducting security inspections, assessments, and audits of AA&E storage facilities to ensure compliance with AR 190-11 standards and identify security vulnerabilities or deficiencies.
•Incident Response: Understanding of the protocols, procedures, and reporting requirements for responding to security incidents, breaches, or alarms involving AA&E assets, as outlined in AR 190-11.
•Training Requirements: Awareness of the training and certification requirements for personnel responsible for AA&E physical security, including security awareness training, specialized training for security personnel, and qualification standards specified in AR 190-11.
•Documentation and Recordkeeping: Knowledge of the record-keeping and documentation requirements for AA&E physical security activities, including security plans, inspections reports, incident logs, and inventory records as prescribed by AR 190-11.
•Compliance Monitoring: Ability to monitor and assess compliance with AR 190-11 requirements, policies, and procedures across AA&E storage facilities, units, and installations, and take corrective actions as necessary to address non-compliance issues.

Selective Preference(s):
The preferred applicant will possess 3-5 years' experience in physical security measures and controls, or, relevant educational backgrounds, such as a bachelor's degree or higher in security management, or a related field. Preferred candidates with strong analytical skills, including the ability to analyze security threats, assess vulnerabilities, and develop risk mitigation strategies.

•This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

•Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
•Must be able to satisfactorily complete, and sustain, the following types of training, licensing, and/or permit requirements (as applied by the positions training, qualification, and certification requirements, which are established by the departments OOCB processes): OSHA Topics, General Awareness, and Initial departmental training modules, Department of Defense Explosives Awareness and Hazardous Materials training courses or equivalents, as applied within DOD explosive safety standards.

•Certification in Ordnance Process Manager duties as prescribed by the departments OOCB processes for the position.
