The mission of the Department of Military is to provide a professional staff of Arkansas State Employees who help maintain and improve the readiness of Arkansas National Guard units through effective fiscal management of State Resources, Human Resource Management, and quality administration of Arkansas National Guard Programs. This position is responsible for the following duties:
  • Overseeing program’s Cooperative Agreement organizational tasks.
  • Maintaining state and federal training requirements for positions- Fiscal Law, Cooperative Agreement, YC Budget Course, YC Foundations Course, Mandated Reporter.
  • Update the Budget Standard Operating Procedures (SOP) to apply changes in federal/state regulations as needed but review yearly for compliance.
  • Oversee the program’s procurement function by reviewing department’s work order requests, request quotes for projects, assist with project development scopes of work, determine compliance with procurement rules/regulations, review purchase requests, apply funding codes for request line items, add to request obligation spreadsheet. Review contractor quotes/estimates, spend plans, and audit invoices for accuracy. Provide financial assessments briefings, related documentation and reports.
  • Provide support and guidance to department managers concerning Cooperative Agreement regulations/requirements.
  • Evaluate, approve or reject budget proposals and funding requests from departments.
  • Perform financial analysis and coordinate reconciliation of program’s federal/state accounts via AASIS and internal budget ledgers.
  • Review then route SF270 Request for Advance or Reimbursement to FPM Budget Analyst for Federal Program Manager’s signature.
  • Submit monthly reconciliation reports to directors.
  • Report budget status weekly for federal/program directors.
  • Provide monthly project summary status (buildings/grounds) reports to Directors as required or requested.
  • Monitor and report program execution performance against approved budget and state plan to ensure that objectives are met.
  • Identify, coordinate, and implement improvement projects for better quality and cost-effectiveness of campus buildings.
  • Participate in After Action Review for each program event or end of class cycle as required by program directors. Identify procedural problems or issues and provide project management support. Assist with the research, development, and implementation of solutions.
  • Perform other duties as assigned: cadet advocate, serve on cadet council, participate in cadet activities, and interview applicants for department positions.

SummaryThe Budget Analyst is responsible for providing assistance to assigned agencies in biennial budget preparation and fiscal management. This position is governed by state and federal laws and agency/institution policy.
FunctionsResearches, analyzes, and evaluates agency operations, funding sources, programs, and fiscal records to determine budgetary needs and effects of new programs. Reviews budget requests from agencies to determine completeness, accuracy, compliance with current regulations, and problem areas. Meets with agency directors and/or fiscal personnel to obtain additional information, discuss budgetary needs, and to provide advice on budgetary procedural problems. Evaluates agency requests and makes recommendations to executive and legislative officials and staff based on analysis, justification, and program knowledge. Attends various executive and legislative meetings to respond to technical questions and to clarify information. Participates in drafting legislation and monitors and revises legislation during legislative sessions. Provides technical assistance to agencies concerning a variety of fiscal-related activities. Performs other duties as assigned.
DimensionsOccasional overtime required. Limited in-state and out-of-state travel is required.
Knowledge, Skills And AbilitiesKnowledge of principles and practices of accounting. Ability to prepare, present, and review oral and written information and reports. Ability to research and analyze programs and fiscal records, determine needs, and make recommendations. Ability to interpret and apply budgetary and fiscal policies and procedures.
Minimum QualificationsThe formal education equivalent of a bachelor's degree in accounting, economics, finance, financial management, general business or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
