Posting End Date: 7/3/2024 Anticipated Starting Salary: $40,340.00 Location: Central Office - Pine Bluff The mission of the Department of Corrections is to be a public safety resource for Arkansas families by providing professional management solutions and evidence-based rehabilitative initiatives for offenders.All DOC positions are designated as Safety Sensitive Positions and are subject to random drug testing pursuant to the Secretarial Directive governing Personnel Drug Testing. Medical marijuana usage, as defined in Amendment 93 of the Arkansas Constitution, prohibits Personnel in a Safety-Sensitive Position from the use of medical marijuana even if they are qualifying patient under the amendment and/or hold a registry identification card. Department Personnel are prohibited from the use or possession of a medicinal marijuana card pursuant to this policy and state law.Position InformationClass Code: X053C

SummaryThe Internal Affairs Manager is responsible for directing the Internal Affairs investigation activities, managing the agency Background Investigation Program, and supervising agency drug testing programs. This position is governed by state and federal laws and agency policy.
FunctionsManages the agency Internal Affairs Investigation Program, and supervises a small professional administrative support staff by interviewing applicants and recommending hire, assigning and reviewing work, resolving work problems, training /new employees, and evaluating the performance of incumbents. Reviews reports and allegations, assigns investigator to case, monitors progress, and provides guidance to investigator, as necessary, and serves as liaison by coordinating investigations with other state and federal investigative agencies, as required. Oversees inmate disciplinary operations, including reviewing hearing recordings and documentation, providing guidance to disciplinary committee, and reviewing inmate appeals to ensure due process. Manages the agency Background Investigation Program and advises director of intelligence information obtained, informing the director of incidents or violations of agency policy. Supervises the agency drug testing program and staff, negotiates annual drug testing budget, and manages the Certified Law Enforcement Program. Serves as member of emergency response team, participates in escape chase until apprehension, provides security to authorized groups visiting the unit, and authorizes issuance of ammunition, weapons, and vehicles. Performs other duties as assigned.
DimensionsTwenty-four hour on-call duty and occasional in-state travel required.
Knowledge, Skills And AbilitiesKnowledge of supervisory practices and procedures. Knowledge of state and federal laws and regulations governing correctional institutions. Knowledge of investigation and interviewing techniques and methods. Knowledge of correctional security department policies and procedures and other public safety methods and techniques. Knowledge of investigative techniques, practices and procedures. Knowledge of state and federal law and regulations governing correctional institutions and parole services. Ability to plan, organize, oversee work of subordinates, and present written and oral reports. Ability to conduct investigations to determine compliance with laws and regulations. Ability to operate Arkansas Crime Information Center (ACIC) and National Crime Information Center (NCIC) terminal. Ability to analyze information and compile reports. Ability to maintain logs and files. Ability to patrol areas and monitor various transmissions to aid in the search of escaped inmates.
Minimum QualificationsThe formal education equivalent of a bachelor's degree in criminal justice or related field; plus three years of criminal justice and investigation experience, including one year in a supervisory capacity.
LicensesMust be licensed as Certified Special Police Officer by the Commission on Law Enforcement Standards and Training within nine (9) months in accordance with Ark. Code Ann.
  • 12-9-106. Must possess a valid Arkansas driver's license.
