The Vehicle Services Section ensures compliance with the laws that govern the vehicle titling and registration processes. This program provides guidance and training to the state’s authorized agents, the public, and other entities involved in the title and registration process.
The section is now hiring a Business Analytics Manager! We support over 500,000 transactions monthly in service of our Colorado community. With the invaluable help of our Colorado County partners, our expert technicians are guiding constituents through a multitude of services necessary to keep Colorado businesses moving and our neighbors on the road, enjoying what our state has to offer. The role of the Business Analytics Manager is vital to our success as we learn from our data, improve our operations, and plan for and execute enhancements to our systems. We strive to offer the best experience possible to our customers and partners and this member of our team is an essential element of that effort.
The Business Analytics Manager will serve as a resource for colleagues and team members while ensuring compliance with industry and internal standards. This team leader will maintain a deep awareness of business operations and will help the Vehicle Services Section explore technology and processes that aid in effective execution of business functions. This position will participate in development meetings, sprint reviews, and digital transformation meetings to support the Vehicle Services Section in establishing requirements and solving complex problems. This position will be a subject matter expert (SME) for the DRIVES systems and will be a critical point of contact for the Vehicle Services Section and the Department, offering advice on process improvements, technical solutions, and applying a broad knowledge to identify and resolve core problems.
Duties for this position include, but are not limited to:
  • Perform detailed requirements analysis
  • Utilize knowledge of statistical techniques, such as regression, classification, clustering, and forecasting in furtherance of business initiatives.
  • Assume direct responsibility and management of the DRIVES Business Analysts for the Vehicle Services Section
  • Participate in development meetings, sprint reviews, and digital transformation meetings to support the Vehicle Services section
  • Document and recommend process improvement
  • Translate data into actionable insights and strategies.
  • Support or guide systems development from concept through user acceptance and regression testing
  • Act as a critical interface between Vehicle Services Section, Innovation Strategy and Delivery (ISD), and systems development teams
  • Partner with members of the FAST development team, ISD, developers from the Office of Information Technology (OIT), and agents of the state to design and implement changes to the DRIVES solutions and other solutions utilized by the Vehicle Services Section and the DMV.

This position is a hybrid position that is primarily a teleworking position. The hired candidate will be responsible to provide and maintain a home office or other suitable remote work location as well as internet and a secure wi-fi connection. This position may be required, based on business needs, to report to the Lakewood office.

MINIMUM QUALIFICATIONS:
Experience Only:
Eight (8) years of relevant experience in technical writing and/or database management

OR

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years

Preferred Qualifications:
The ideal candidate will possess the following skills:
  • Technical proficiency in data analysis tools, such as Excel, SQL, Python, R, Tableau, and Power BI

  • Analytical and problem-solving skills
  • Ability to set and meet deadlines
  • Ability to work in high-pressure situations
  • Experience with statistical software
  • Strong communication skills, including written and verbal
  • Strong analytical and problem solving skills
  • Attention to detail
  • Proven history of technical writing in business analysis
  • Prior experience managing a team and fostering a culture of collaboration
  • PMP certification
  • Experience in DRIVES or GenTax software

Conditions of Employment with the
CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
