About the Colorado Department of Human Services (CDHS)
The Office of Adult, Aging and Disability Services directs the operations of programs and facilities that assist veterans, older individuals, and individuals with disabilities. Policy, performance management, fiscal and administrative tools and directions are provided to 64 County Departments of Social Services, 20 Community Centered Boards/Case Management Agencies, with over 400 providers, and three Regional Centers. This Office is responsible for the statewide leadership, establishment of policy and the statewide implementation of developmental disabilities services, veterans nursing homes, and vocational rehabilitation services.

Description of Job

CDHS is seeking a seasoned executive-level individual to provide direction and leadership for three divisions that include: Aging and Adult Services, Veterans Community Living Centers, Regional Centers, and Disability Determination Services. This position provides oversight and direction in the strategic planning, goal setting, program outcomes, and performance measurement for CDHS Office of Adult, Aging and Disability Services.
Major duties include, but are not limited to:

  • Provide vision and leadership to assure the department and its mission, programs, and services are consistently presented in a strong, positive image to relevant stakeholders
  • Contribute to the development and implementation of the department’s strategic goals and objectives
  • Develop, track, and report on useful performance measures to monitor department-wide program and service efficiency and effectiveness
  • Design and implement organization structures and procedures to ensure optimal effectiveness and efficiency
  • Review trends and best practices to aid in the development of the overall strategies for the Office of Adult, Aging and Disability Services
  • Provide department-wide support and consultation to ensure program responsibilities are met, including, guide and oversee ongoing agency planning and development, assists in formulating policy and directing the overall operations, and ensure compliance with federal regulations and state statutes and policy
  • Provide oversight to establish and maintain two-way communication between CDHS and key customers and stakeholders to ensure achievement of Department mission and goals
  • Create and maintain a work environment that builds talent to ensure the continuity of leadership for the organization
  • Analyze department data and determine methods of achieving the department’s priorities as set forth in the strategic plan
  • Oversee department-wide budget forecasting, management, and reporting process
  • Formulate policy and program recommendations that support and enhance CDHS goals and objectives and provide for the appropriate allocation of resources
  • Provide oversight and direction for operating unit budgets to ensure resources are efficiently and effectively utilized

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education:
Graduation from an accredited college or university with a bachelor's degree in Human Services, Business or Public Administration, or a closely related field.
AND
Experience:
Six (6) years of progressively responsible professional experience leading a large, complex organization that must have included at least:

  • Two (2) years of experience successfully leading and supervising subordinate managerial staff, and
  • Two (2) years of professional public or business administration experience that included establishing organization structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results, and fostering a team environment.
Preferred Qualifications:
  • A Master's Degree in Human Services, Business or Public Administration, or other advanced degree in a related field.
  • Additional depth and breadth of job-related experience beyond the minimum qualifications above.
  • Professional experience leading human services programs (especially those similar to the divisions housed in OCAI) at a state level.
Highly Desirable Characteristics:
  • Ability to work effectively with key stakeholders, speak and write authoritatively and compellingly, resolve communication problems, negotiate and manage competing interests.
  • Ability to work well with constituents regardless of position and authority, contribute to governing boards and committees, and adhere to clear lines of responsibility and accountability.
  • Proven experience in policy analysis, development, and implementation.
  • Flexibility in leadership through performing and/or overseeing the analysis of complex human resources, financial, or administrative management, policy, and program issues.
  • Proven record of building and managing teams and creating successful work environments.
  • Proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and achieve goals.
  • Excellent interpersonal, verbal, and written communication and public speaking skills.
  • Ability to problem-solve and execute decisions.
  • Ability to work in a complex and political environment.
  • Proven experience in overseeing and executing data-driven performance management and outcome-based systems and initiatives.
Conditions of Employment:
  • CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver’s license)
  • Must posses a Current/Valid and unrestricted US Driver's License
  • Must be willing to travel to sites, facilities, meetings, conferences, etc may be required.
  • Must be willing to report to work immediately at the regular or alternate location in the event of the activation of the Continuity of Operations Plan (COOP). During this time, travel restrictions may be in place.
