Please see the Supplemental Information section below for details!About the Child Welfare Services: The Division of Child Welfare (DCW) provides a range of leadership, management, and supervisory functions related to the delivery of public child welfare services to children, youth and families. DCW provides administrative supervision for all child welfare programs in Colorado’s 64 counties and delivers technical support, monitoring, program improvement, regulatory oversight, and other quality assurance functions.
The Finance Unit ensures that all fiscal rule, policy and responsibility; state law; and federal requirements are adhered to across DCW. The Finance Unit manages DCW’s budget of over $574 million dollars including executing contracts and purchase orders with multiple vendors throughout Colorado. In addition, the Finance Unit provides modelling of multiple funding streams for allocation of funding to counties to make child welfare services available to all children, youth and families.
The Finance Unit exists to direct, lead, and supervise the county departments of human/social services and service providers in the fiscal operations of child welfare programs through development and implementation of new programs, policies and rules; training of county staff on fiscal policies and procedures; evaluation and provision of technical assistance to counties on systems issues and ongoing implementation; work with the General Assembly on legislative and fiscal initiatives; report to the federal government on implementation of federal funding programs; monitor county performance in their implementation of child welfare related to budget and funding issues; and allocate state and federal funds to the counties for their use in implementing child welfare services.

Provide contract development, management support, and review for assigned budgets and other DCW projects.
Draft solicitations, and provide procurement development, review, and support for goods and services purchases for assigned budgets and other DCW projects.
Provide budget coordination and support between DCW, and other assigned projects.
Provide formulation presentation, implementation, monitoring and execution support services for DCW regarding assigned projects.
Analyze and review proposed legislation and perform economic and fiscal analysis to assess the impact of legislation, ballot initiatives, or other external actions impacting DCW, and other assigned partnerships.
Continually monitor revenue and expenditures throughout the fiscal year to identify and elevate compliance or fiduciary concerns, and to provide guidance and technical assistance to leadership on day-to-day management of resources and budget execution reporting requirements.
Ensure DCW complies with state fiscal and procurement rules, including staying current on all procurement and contract processes and procedures.
Summary Of DutiesBudget Development, Execution, and Reporting.This position is tasked to obtain, review and provide budget analysis, formulation, presentation, implementation, monitoring and execution support services to DCW program managers and administrators. While performing this duty, this position:
  • Develops collaborative relationships with those staff involved in budget and contract preparation.
  • Monitors and analyzes actual expenditures, resource utilization, and consumption to identify variances to projected budget allocations.
  • Analyzes data for abnormalities and researches variances.
  • Prepares monthly, quarterly and other term reports detailing budget goals and/or variances.
  • Develops budget and data analyses to justify decision items, supplemental, and other fiscal estimates for DCW.
  • Analyzes funding requests to produce draft budget impacts.
  • Monitors encumbrances, identifying and quantifying variances to recommend changes to encumbrance and/or contract documents as needed to meet the intent of the program.
  • Provide guidance and technical assistance to leadership, managers, and administrators on day-to-day management of resources and budget execution reporting requirements needed for the program.
  • Ensure state fiscal and procurement rules are followed.
DCW Contracts and Procurement Execution and Support. This position utilizes limits set by professional standards to develop, execute, and monitor contracts and solicitations between DCW and its partnerships. While performing this duty, this position.
  • Manages and maintains collaborative and professional vendor, CDHS contract, procurement, and accounting relationships.
  • Tracks, monitors, and reports encumbrance expenditure and variances.
  • Manages work products through multiple systems for approvals in accordance with best practices.
  • Keeps current on fiscal and statutory policy and procedure.
Technical Assistance and Training. This position provides technical assistance and training on budget execution and contract and procurement processes. While performing this duty, this position.
  • Collaborates and works with various CDHS accounting staff.
  • Develops and maintains appropriate budget allocation, expenditure, and projection models.
  • Prepares monthly financial reports for program managers and administrators.

ExperienceMinimum Qualifications
  • Six (6) years of professional experience in an occupational field related to the work assigned to- the position such as facility operations, customer service and building management.
Substitutions:
  • Bachelor's degree from an accredited institution in Accounting, Finance, Business Administration or a field of study related to the work assignment.
And
  • Two year of professional experience in an occupational field related to the work assigned to the position.
Preferred Qualifications
  • Bachelor's degree from an accredited institution in Accounting, Finance, Business Administration or a field of study related to the work assignment.
  • Strong understanding of the of government accounting and budgeting.
  • High attention to detail when drafting, proofreading, revising written reports.
  • Ability to independently organize, plan, and prioritize work.
  • Experience with CORE (Colorado Operations Resource Engine).
  • Critical and analytical thinking skills.
Conditions Of Employment
