This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.**
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The Office of Finance has four units: Accounting and Finance, Contracts and Procurement, Budget and Audit/Compliance. The Budget unit exists to provide budgetary and financial support to CDEC; to coordinate and prepare budget reports, documents, schedule and advocate for the annual CDEC Budget Request to the Governor’s Office and the Office of State Planning and Budgeting (OSPB) and the Joint Budget Committee (JBC) for Long Bill appropriation and spending authority; to prepare fiscal notes for Legislative Council on impending legislation, and to determine reporting requirements in new bills passed by the Legislature. The budget and expenditure information compiled and analyzed is critical to CDEC leadership to make sound decisions.
Description Of JobThis position exists to provide professional budget, personnel, and other liaison functions to staff within the Colorado Department of Early Childhood (CDEC). This position initiates, processes, and facilitates various budget procedures including, but not limited to, formulating annual budget for programs/Divisions, projecting/forecasting and monitoring staffing costs, and accurately tracking funding allocations and expenditures, and budget to actual reporting for the Division’s program leadership. This position supports a Division or Division(s) within the Department and other duties as assigned. In collaboration with the CDEC Divisions, Finance, Procurement and Contracts, and the DEDO/CFO, works to ensure that CDEC does not incur disallowed/questioned costs.
What You’ll Be Doing
  • Initiate and track multi-year budget projections from funds received through appropriation and/or grant awards.
  • Analyze data and generate reports for various specific budget processes, standardized forms and data systems.
  • Reconciles budget and expenditure issues regarding fund allocation, revenue, and staffing.
  • Formulate and establish initial appropriations and monitor expenditures against initial appropriations.
  • Maintain an audit trail of work performed in order to provide justifications for decision making and assumptions.
  • Provide customized reports for expenses to specific fund sources and analyze data to provide recommendations to leadership for budget implementation.
  • Assist in the legislative fiscal note process.
  • Monitor progress of known bills and introduction of new bills in the Legislature.
  • Prepare Fiscal Notes for proposed legislation, by researching and understanding the intent and effect of the legislation; identifying, validating, and documenting key program assumptions; estimating costs; estimating revenues; preparing all necessary documentation in accordance with the Legislative Council requirements and guidelines
  • Track the progress and due dates of all Fiscal Notes for the program/Division(s).
  • Assists in the development of fiscal notes in accordance with the Legislative Council requirements and guidelines.
  • Review and analyze the program/Division’s information provided for the response to the proposed legislation.
  • Develop the annual assigned division(s) budget request, including but not limited to, writing Decision Items, Capital IT Construction requests, Supplemental Requests, revenue projections and budget schedules analysis, review and completion prior to final submission.
  • Drafts budget requests and completes various schedules in the annual budget submission process.
  • Ensure requests align with the EDO mission and priorities.
  • Submit timely and accurate annual budget.
  • Perform other duties as assigned
  • Review and recommend new or revised internal operating processes and procedures.
  • Participate on various committees, training events, special projects, and focus groups, including activities to maintain current knowledge of developments in the relevant profession. Represent CDEC on various standing or ad hoc committees.
Minimum QualificationsMinimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsOption I: ExperienceSeven (7) years of relevant experience in an occupation related to the work assigned to this position.
Option II: Combination of Education and ExperienceGraduation from an accredited college or university with a bachelor’s degree in accounting, business, economics, finance, political science, public policy, public administration, government, or in another field of study directly related to the assignment AND Three (3) years of professional experience in budget analysis, budget projection, development, and implementation, budget formulation, execution and analysis.
Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience

Preferred qualifications:
  • Experience with Colorado Governmental budget formulation, execution, and/or analysis, accounting processes related to budget and the legislative process.
  • Master’s degree in finance, accounting, public administration, business administration or closely related field
  • Experience in professional budgeting, finance or grant accounting in state government
  • Experience with the state of Colorado’s legislative budget process, including preparing budgeting requests and the Long Bill, submitting responses to the legislature, and experience analyzing the fiscal impact of legislation through development of fiscal notes.
  • Experience with the Office of the State Planning & Budget (OSPB), the Joint Budget Committee
  • Experience working with federal grants and federal Uniform Guidance and related Office of Management and Budget (OMB) Circulars
  • Experience preparing and communicating budget reports and information for public stakeholders.
  • Experience with CORE.
  • Experience with Colorado Common Policy
Preferred competencies:
  • Financial department processes: Knowledge of the different processes, duties, jargon, role in an organization, and other specificities of the financial department within an organization. Understanding of financial statements, investments, disclosing policies, etc.
  • Budgetary principles: Experience with principles of estimating and planning of forecasts for business activity, compile regular budget and reports.
  • Critical Thinking: Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Mathematics: Using mathematics to solve problems.
Highly Desired Skills:
  • State experience relevant to this position.
  • Firm understanding on timelines for various stages of the budget submission
  • Previous experience drafting/submitting budget requests and related budget schedules
  • Proficiency in CORE/Info Advantage, state accounting system and reports
  • Experience in development and analysis of fiscal notes
