About This UnitCDHS Communications is an organizational work unit within the Strategy Division. CDHS Communications creates and oversees communications for CDHS programmatic offices and executive staff. CDHS Communications provides communications support to CDHS programmatic offices: the Office of Economic Security, the Office of Civil and Forensic Mental Health, the Office of Children, Youth and Families and the Office of Adult Aging and Disability Services. CDHS Communications works closely with office directors, managers, supervisors and senior leadership. This section further works closely with the Governor’s Office and other state agency communications staff.
About This PositionThis position supports the communication needs and is responsible for leading and advising on internal, external and stakeholder communications for the Office of Civil and Forensic Mental Health (OCFMH). The position is responsible for identifying the approach, content, tone, and appearance of OCFMH communications products to include the development of and approving program materials and reports, staff communications, press releases, presentations, talking points and responding to Colorado Open Records Act requests. Position interfaces directly with OCFMH office leadership as a representative and subject matter expert. This position is also responsible for supporting OCFMH website work and campaigns.
Programmatic Office Communications
  • Develops key messages
  • Design, write, and distribute newsletters and communications
  • Support, create and facilitate consistent staff meetings including host site (zoom or google), live Q&A, and assist with presentations
  • Develops communications materials and coordinates approval for final designs and messages through the executive management team.
  • This position communicates with a variety of stakeholders with different levels of understanding of the work performed across CDHS offices, divisions and programs.
  • Develops presentations for delivery to various audiences.
  • Works with leadership to develop talking points and presentations to the General Assembly.
  • Develops responses to open records requests
  • Develop office campaigns and website content
  • Create appropriate and appealing graphic design products to assist in delivering communications.
  • Drafts responses to media inquiries and coordinates interviews
Support CDHS Communications Division
  • As a member of the CDHS Communications Division, this position supports in producing department-wide communications, to include conceptual, writing, marketing, graphic design, and distribution.
  • Composes and coordinates requests for information to guide the talking points for Senior Leadership
  • Drafts press releases for overall Department initiatives to support effective messaging and branding to the wider community
  • Produces content for various Department newsletters
  • Develops and manages external website content
  • Contributes social media post content
  • Represents the Communications Division in meetings with other Offices | Divisions | Units to address their needs for messaging and respective urgency
  • Creates new avenues of communication to internal and outside stakeholders to keep information
  • interesting, fresh and relevant
  • Manages media analytics tracking and provides advisory reports to the Communications Director
  • Creates and participates in a variety of presentations on behalf of the Communications Division and Executive Leadership
Special Projects
  • As the Staff Authority, this position identifies and executes critical projects in conjunction with the leadership team. Position identifies opportunities for public speaking, conference presentations, and media highlights for CDHS/OCFMH on a variety of topics.
  • Position develops presentations and talking points for executive leadership that are tailored to specific audiences and includes the expertise and independent judgment from this position on what messages resonate.
  • Identifies staff training opportunities for policy and communications
  • Tailors presentations and talking points not only to specific audiences but to specific delivery styles of the leadership team
  • Other duties as assigned

Minimum QualificationsOption 1 - Experience:
  • Seven (7) years of relevant experience in a marketing, communications or public relations capacity. Experience can include press releases, media advisories, fact sheets and/or briefs, or news stories/articles.
  • Please note: This experience must be clearly documented on your application and the supplemental questions must be answered.
OROption 2 - Education And Experience
  • Bachelor's degree from an accredited institution.
  • AND Two years of relevant experience in a marketing, communications or public relations capacity. Experience can include press releases, media advisories, fact sheets and/or briefs, or news stories/articles.
Substitutions:
  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years
Preferred Qualifications
  • Experience with the Adobe Suite (InDesign, Illustrator, Photoshop, etc.) or other graphic design software, such as Canva
  • Experience responding to Colorado Open Records Act (CORA) or Freedom of Information Act (FOIA) requests
  • Experience working with email marketing systems
  • Excellent communication skills, including superior writing skills
  • Experience writing briefing documents and talking points using the voice of an executive
  • Experience writing and communications through multiple channels, including websites, social media, print communication, partner communication, newsletters and more
  • Experience serving as a spokesperson for an organization
  • Fluency in English and Spanish
  • Experience in the public sector/government
  • Experience performing outreach to stakeholders and community members
  • Experience working with executives and senior leaders
  • Ability to work independently and as a contributing member of a team
  • Ability to work with multiple, competing deadlines on a daily basis; ability to easily transition from one priority to another and manage constant interruptions, while remaining productive and meeting deadlines
  • Ability to create strategic communication plans.
  • Outcome-driven, strong demonstration of successful performance in a data-focused environment
  • Ability to effectively log media stories, synthesize media tracking, and put into reports for the executive team
  • Knowledge of the criminal or civil legal systems
  • Experience leading internal communications efforts to engage staff members, especially direct care/medical staff

  • Travel as needed for conferences and training
