Information about the Office of Community Living
The Office of Community Living (OCL) exists as part of the Department of Health Care Policy and Financing (the Department), which is the federally recognized single state agency to administer the Colorado Medicaid program. The Office administers the state’s Long-Term Care (LTC) programs such as nursing facilities, Program of All-Inclusive Care for the Elderly (PACE), Hospital Backup Level of Care Program (HBU), Home and Community based Services (HCBS) waiver programs, and Intermediate Care Facilities for Individuals with Intellectual Disabilities (I/DD). The Office provides oversight and monitoring for the state’s system for access to LTC programs, staff within the Office are responsible for stakeholder relations, policy development and implementation, contract management and performance, program administration and overall LTC Medicaid program performance. The Office provides an important role in working toward the Department’s mission to improve access to cost-effective, quality long term care services and supports for Coloradans.
 
The Complex and Supportive Service Section within the BSM Division is responsible for developing, implementing, and administering benefit policy for home and community services and programs provided in the home or community or institutional settings. The Section is the lead for facility-based services, PACE, cross system crisis-pilot, wrap-around services for children, and coordination of complex cases requiring triage across the Office and Department. Responsibilities additionally include defining the scope of services to be provided, coordinating a broad spectrum of programs and services to clients, and monitoring utilization, quality and cost effectiveness of program services within the Section.
What you'll be doing:
This position serves as the Section Manager for the Department’s work around long-term care facilities and PACE. Additionally, it oversees all work as it relates to Regional Centers and Corrective Action Plans from CMS. This position sets team direction for the legislation impacting the aforementioned programs and any related policies. It is responsible for the Section to provide HCPF oversight of PACE, Nursing Facilities, and Intermediate Care Facilities in accordance with all applicable Federal and State statues, regulations, rules and interagency agreements. Position will also serve as the main point of contact within the Office of Community Living regarding all complex and escalated cases that require additional Department intervention.
 
The position is responsible for providing leadership to three units and their teams as well as providing technical expertise in regulations, policy, operations, monitoring and progresses for the administration of applicable programs governed by the three State Departments: Human Services (CDHS), Public Health and Environment (CDPHE) and Health Care Policy and Financing (HCPF). The position will directly influence management at and beyond these three State Departments and will be relied upon when making decisions regarding the direction of the tasks, recommendations, program and systems related to PACE, NFs, ICF, and more. The position will develop, implement, document a monitor problem solving procedures to ensure correct application of regulatory recommendations by staff members, divisions, and departments. The procedure and process enhancement that will be recommended by this position will be relied upon by management to develop program policy.

MINIMUM QUALIFICATIONS:
Experience Only:

Nine (9) years of experience in long-term services and supports, policy analysis, policy creation, public health, and/or disability services in an occupation related to the work assigned to this position.

OREducation and Experience:

A combination of education (bachelors degree, masters degree, JD, etc) in Health Care Administration, Business Administration, Public Health and Social Work, and/or relevant experience in long-term services and supports, policy analysis, policy creation, public health, and/or disability services in an occupation related to the work assigned, equal to nine (9) years.

Preferred Qualifications:
  • Experience with PACE
  • Experience with Nursing Facilities
  • Experience long-term care systems
  • Experience with policy analysis
  • Experience as a manager within state government
  • Prior state experience related to the duties of this position
DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
CONDITIONS OF EMPLOYMENT:
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
