Please see the Supplemental Information section below for details!Division of Youth ServicesThe purpose of the Division of Youth Services (DYS) Communication and Records unit is two-fold. First, the responsibility of the unit is to ensure effective management and organization of statutorily protected records related to youth involved in the juvenile justice system. It Involves handling sensitive information, maintaining accurate and up-to-date records, and facilitating effective communication with legal representatives (courts, law enforcement, district attorneys, defense attorneys), youth advocates, treatment providers, and family representatives. Their goal is to support the legal process, rehabilitation, and successful reintegration of young individuals in a manner that respects their privacy, promotes transparency, and enhances community engagement.
The second branch of the unit facilitates communication and marketing channels. Effective communication within the youth corrections system is crucial for coordinating services, collaboration among staff, and information dissemination to relevant stakeholders. The work unit is responsible for facilitating communication channels between various personnel, including client managers, medical staff, counselors, teachers, and administrators. They may utilize communication tools such as email, internal messaging systems, and meetings to ensure an efficient exchange of information. Marketing within the division aims to promote programs, services, and initiatives that benefit the youth involved in the DYS system. The work unit may develop marketing strategies to raise awareness among stakeholders,
including the community, families, and potential partners such as legislators. This could involve creating informational materials, establishing an online presence, and engaging with the media. The purpose of marketing is to highlight the positive aspects of the DYS system, showcase success stories, and attract support for rehabilitation and reintegration efforts.

CDHSCareers Description Of JobAbout the Position:ResponsibilitiesThe overarching purpose of this combined position is to streamline and optimize organizational operations related to records management, communication, marketing, and contract administration for the unit. By efficiently managing records, implementing effective communication strategies, promoting the organization's successes, and ensuring proper contract management, the position aims to enhance productivity, maintain compliance, foster positive stakeholder relationships, and contribute to the overall success of the organization. This multifaceted role entails three overarching responsibilities:
  • Communication and Marketing: The position focuses on developing and implementing communication and marketing strategies. This involves creating effective communication channels, both internally and externally, to facilitate information sharing among staff and stakeholders. Additionally, the individual works on marketing the division’s programs, outcomes, and successes. This may include designing promotional materials, managing an online presence, and engaging with various media platforms.
  • Records Management: The position takes a lead worker role in managing and organizing records within the division. This includes developing and implementing efficient systems for record maintenance, retrieval, and disposal. The aim is to ensure accurate and secure recordkeeping practices, adherence to legal and regulatory requirements, and easy access to information when needed.
  • Contract Management: The position is responsible for overseeing contract administration processes within the Records and Communications Unit. This involves managing contracts with vendors, suppliers, or service providers. Duties may include contract negotiation, drafting and reviewing agreements, monitoring contract performance, ensuring compliance with terms and conditions, and resolving contract-related issues.
DutiesOversight and Execution of Marketing and Communications
  • Plan and design communication strategies and goals that support and align with Department, Office, and Division goals. This includes developing internal and external communications, the release of reports, and informational material that communicates programmatic initiatives or legislative changes to the appropriate stakeholders.
  • Develop and direct the annual communications outline including goals, objectives, tactics, timing, and measurements. This should address DYS and Department information that needs to be communicated to employees, community partners, media, and the general public.
  • Manage continuous improvement in DYS Client and Stakeholder Communications’ efforts by reviewing current practices, identifying gaps and areas of opportunity to better communicate the DYS mission, vision and achievements. Develop innovative ways to accomplish these efforts.
  • Responsible for enforcing the DYS and CDHS branding strategy, implementing communication protocols, and ensuring the Division Region and Facility communications abide by the set standards.
  • Directs the DYS messaging across social media platforms while maintaining confidentiality standards established in 19-1-304 C.R.S. and applicable federal statute.
  • Directs marketing of DYS and youth accomplishments internally and externally to DYS. Coordinate with CDHS Communications to develop and market media pitches.
  • Identify and develop positive youth and Division story content to share in social media and newsletters. Generate and post blogs on the Division external facing website.
  • Designs, improves, and updates content on the Division’s website and assists in the development of the Division’s annual report.
  • Manages the contracting of services for the Division related to records and marketing.
  • Directs all Division video messaging and content.
  • Creates and executes a quarterly stakeholder “DYS Minute” report highlighting facility and regional office activities and highlights. This report is marketed to stakeholders including legislators and youth advocate groups.
Record ManagerAs work lead, oversees two FTE and directs and oversees the record storage system for all DYS youth records, which encompasses more than 10 million records. This includes directing and managing vendors and developers to design, build, and modify the system, training leaders across the state in how to use the system, and developing video and user manuals on using the system.
  • Management of the DYS records process, including the proper, legal release and redaction of facility-based records, medical records and regional based records.
  • Expert for the management, tracking, and execution of court ordered expungements.
  • Directs the annual creation and maintenance of standards
  • Creates and updates policy for the maintenance and storage of both open, closed, and expunged records, and tracking systems for annual records requests.
Division Support - Contract ManagementThis position directs and oversees the contract management process as it relates to records management. This encompasses the directing and managing of the contract providers to build, support, and conform to the requirements of the division. This duty includes the expansion of contracts based on the changing needs of the division, developing and ensuring cost-saving plans are achieved, training division employees on modifications made to the contracts, and ensuring compliance with standards.
Work LeadManagement relies on this position to assign work to team members, prioritize work activities to assure completion in the face of routine or shifting deadlines, analyze areas in which processes may create additional work, and with corresponding decisions to amend or change these processes to create efficiencies.
  • This position is responsible to establish annual and monthly work plans to accomplish assigned deliverables.
Other Duties as AssignedIn the absence of the DYS Communication’s Director and in coordination with the CDHS Communications Director, serves as backup:
  • Responses to media
  • Manage DYS web and intranet content strategies in partnership with the CDHS Communications Office
  • Responds to Colorado Open Records Act Requests (CORA), and media inquiries.
  • Other duties as assigned
Hybrid Work ScheduleMinimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
  • Please note that the candidate in this position will be required to report to the office 2 days per week and may work from home the other three days. (Although the workplace arrangements for this position are hybrid remote, that is not a guarantee that this position will remain hybrid, and these arrangements may change without prior notification based on busy demands.)
Minimum QualificationsExperience only:
  • Seven (7) years experience in communications, business administration criminal justice, sociology, or in an occupation related to the work assigned to this position.
~OR~Education And Experience
  • A combination of education, in communications, business administration criminal justice, sociology, along with relevant experience in an occupation related to the work assigned equal to seven (7) years, (i.e. bachelors degree, and 3 years experience).
Preferred Qualifications
  • Experience in design programs such as Adobe Creative Suite, including InDesign and Illustrator. Knowledge and experience in website design and the creation of marketing materials is highly desirable.

  • Ability to travel (1x per month estimate) statewide
  • Full Background CDHS employees (all Direct contact with vulnerable persons): CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, Reference Checks, Professional License verification (licensure requirements), Drug Screen, PREA (Division of Youth Services), Trails check (direct contact with children).
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
