To regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources. 
The Engineering Unit ensures oil and gas infrastructure complies with professional engineering standards and the Energy and Carbon Management Commission’s (ECMC) rules and regulations. It:
  • Reviews information and applications for approval including production and injection well applications, technical well information, well work plans and for requests to plug and abandon wells;
  • Monitors field operations under the Environmental Protection Agency delegated Underground Injection Control program;
  • Responds to inquiries and investigates complaints regarding oil and gas operations;
  • Reviews abandonment reports, Bradenhead tests, mechanical integrity tests, and routine injection well pressure checks to ensure compliance with ECMC’s Rules and Regulations.
  • Provide engineering advice for the U.S. Environmental Protection Agency delegated Underground Injection Control program.
  • Recommends enforcement actions and provides support for enforcement actions presented before the Commission at hearings for violations of Commission rules, and provides technical expertise in other hearing matters.

Position Summary:

The Engineering Supervisor reviews and approves casing and cement designs on drilling permits, plugging procedures, drilling completion reports, and other downhole-related oil and gas operations (e.g., certain workover operations, casing repairs, remedial cement operations, well control procedures, Bradenhead pressure monitoring procedures during stimulation operations, hydrogen sulfide gas drilling operation plans, and requests to vent or flare) performed by oil and gas operators to ensure compliance with ECMC Rules and Regulations; collects factual information and resolves complaints related to downhole operations or some facility-based issues by giving information to the complainant regarding information gathered during the complaint investigation and related ECMC Rules and Regulations; responds to inquiries from other ECMC staff, oil and gas operators, the general public, and other governmental agencies regarding ECMC’s Rules and Regulations; and performs field inspections to observe downhole operations and tests.
The Engineering Supervisor supervises engineers in the Professional Engineer series directing them in performing engineering functions or special inspections; reviews and approves recommendations made by subordinate Professional Engineer series engineers; and provides guidance and support to subordinate Professional Engineer series engineers to help gain voluntary compliance from oil and gas operators; if voluntary compliance is not attained then proceeding further with enforcement. The Engineering Supervisor may also supervise engineering technicians.
The Engineering Supervisor conducts field or area wide investigations; develops new policy when new procedures are necessary to implement ECMC Rules, Regulations, or Orders of the Commission; assists the Director in gaining compliance with ECMC Rules and Regulations through Commission hearings; and submits technical recommendations directly to the Engineering Manager or the Director for approval.

Supervise Engineers/Technicians
  • Develops team of engineers and/or engineering technicians assuring ECMC rules, regulations, policies and Mission are abided. Reviews and approves recommendations made by Engineer series engineers. Provides guidance and support to Engineer series engineers and/or engineering technicians in matters involving compliance with ECMC Rules and Regulations and implementation of best engineering practices. These duties are performed in an office setting.
  • Directs people under their supervision in performing special inspections to obtain desired information. Prepares and reviews performance evaluations, approves timesheets, leave requests, expense reports for the people under his/her supervision.
  • Having an understanding of the various geologies and operations that comprise the region in order to best supervise, train and determine staff duties. (In-house references have been developed and will continue to be developed to assist in the understanding of the various geologies.)
  • ECMC continues to evolve in its regulatory requirements requiring all members to stay abreast to assure that those requirements are relayed and abided. (New requirements conveyed during rulemaking and once in place then external and internal rule guidance is often developed and engineering staff plays a role in those items that directly impact their role; internal education; participation in industry or academic seminars.)
  • Acting as a regulator is different than a staff engineer in private practice and involves training and mentoring. (Guidance documents are available for rules, cross-unit experiences provide context)
Conduct and/or Coordinate Forms Review with Conditions of Approval
  • Drilling permits, notices of intent to abandon, sundry notices, and other forms used to communicate information with the operator must be timely reviewed and approved with appropriate conditions of approval. 
  • Drilling permits are reviewed by an Engineer to ensure the casing is set at a sufficient depth to protect all fresh water aquifers in the area and the casing is cemented in such a manner that fluids and gas in the well bore cannot cross flow and contaminate other formations. 
  • Sundry notices are reviewed to ensure proper industry and engineering procedures are followed in the recompletion, the re-entry, the addition of producing intervals, the stimulation of existing intervals, and the temporary abandonment of existing intervals. 
  • Plugging procedures are reviewed using open hole logs, completion reports, and cased hole logs to ensure all oil and gas bearing intervals are properly sealed and that all aquifers are properly isolated from contamination. These duties are performed in an office setting
Administer Bradenhead Testing and Monitoring Program
  • ECMC has a robust Bradenhead testing and monitoring requirement that requires that operators perform these operations and report them timely as part of the ECMC’s goal to protect public health, safety, welfare and wildlife resources. 
  • The Engineering Supervisor assures that team members are tracking operator compliance in the reporting of Bradenhead testing and also any reactions necessary by operators if there are possible issues identified through that testing. 
  • Engineering Supervisor may also have an area of their own to oversee for operator compliance, which will require this position to travel to active oil and gas locations and walk across uneven terrain.
Regulatory Compliance
  • Coordinates with local, state, and federal agencies concerning the interpretation and application of the ECMC's Rules and Regulations. 
  • Attempts to secure voluntary compliance with ECMC Rules and Regulations through direct contact (email, mail, telephone, and/or personal meetings) with oil and gas operators which are determined to be in violation. 
  • Initiates formal enforcement procedures against oil and gas operators who cannot or will not comply with ECMC Rules and Regulations. 
    • This activity requires coordination with other Commission employees and may require the writing and typing of letters and legal documents. 
  • These duties are usually handled from an office setting, although, some field work may be necessary.
Manage Complaints / Conduct Field Inspections
  • Provides information to the public and industry concerning ECMC Rules and Regulations. Based on the nature of complaints received by the Engineering Unit, complaint response is usually handled in an office setting, although some field work may be necessary.
  • This requires driving to individual well sites, possibly hiking ¼ to ½ mile to the well site, inspecting the well site by walking over the site, climbing ladders, and investigating gauges and valves. An inspection form will be filled out for each inspection (hand written and entered electronically into COGIS).

MINIMUM REQUIREMENTS:
Minimum qualifications
At least two years of professional experience in an occupational field related to the work assigned to the position, one of which must have been as a licensed professional engineer.ORAppropriate education will substitute for the required experience on a year-for-year basis.
AND Current, valid licensure as a professional engineer from the Colorado State board of licensure for architects, professional engineers and professional land surveyors. 
OR
Current, valid licensure as a professional engineer from another state in the U.S.

Substitutions:

  • Appropriate education above and in addition to that required for the professional engineer license will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

  • Current or former State experience relevant to this position.
  • Five (5) or more years of professional experience in civil engineering or an occupational field related to the work assigned to the position, one of which must have been as a licensed professional engineer.

Preferred Qualifications:
  • Current or former State experience relevant to this position. 
  • Effective communication and training experience.
  • Demonstrate technical judgment.
  • Experience using technical language to make recommendations to management.
  • Familiarity with Colorado landscapes, specific geology, especially Piceance and San Juan Basin energy and resource development.
Conditions of Employment:
  • Applicants who do not have a current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will be required to obtain a Colorado license within six (6) months of hire as a condition of employment. 
  • The person hired for this position must be a Colorado resident by the start date. 
  • Must possess and maintain a current P.E. license in the State of Colorado (or have valid licensure in another state). 
  • Former employees of the State of Colorado MUST have concluded employment in good standing to be eligible for rehire.
  • Must be willing and able to possess and maintain a current, valid Colorado driver's license.
  • Must be willing and able to travel in-state and out-of-state as needed to meet with Board members and stakeholders, as well as for meetings and workshops.
  • Must be willing and able to occasionally exert up to 20 lbs. of force to move objects.
