Description Of JobThe professional in this position works on the Job Evaluation, Compensation & Talent Acquisition Team to provide recruitment and compensation support services to the Department of Revenue. This position will be responsible for ensuring the full cycle selection activities of applicants throughout the various stages of the hiring process. This position is responsible for ensuring HR processes, department policy, State rules and regulations are followed and will support requests from the State Department of Personnel & Administration (DPA) Equity Office as they pertain to classification, compensation, and selection.
Classification & Compensation ConsultationDuties and responsibilities include, but are not limited to:
  • Performs classification analysis on submitted position descriptions.
  • Maintains the quality and consistency of classification system in the department, by providing guidance to other HR personnel, Hiring Managers, and providing position description audits.
  • Maintains classification database for the Division and Department, ensuring database integrity and accuracy.
  • Consolidates data from multiple databases into a single database.
  • Determines if a compensation request or recommendation meets the criteria of the compensation practice within DOR.
  • Consults with employees, hiring managers, and appointing authorities on proper and strategic compensation usage to meet their current and future needs.
Talent Acquisition And Selection
  • Defining hiring needs with hiring organization/manager.
  • Building professional business relationships with hiring managers and consulting on best processes and practices within the State Personnel Board Rules to effectively support staffing needs.
  • Developing quality and effective job postings and r eviewing/screening applications for candidate referrals.
  • Processing applicants and associated information using the applicant tracking system NeoGov.
  • Demonstrating solid judgment in order to thrive in a fast-paced and sometimes ambiguous environment, requiring research and demonstration of knowledge of Rules, Policies and Legal requirements.
  • Demonstrating knowledge to ensure compliance with employment laws and legal requirements.
  • Coordinating logistics and attending job fairs and recruiting events.

Minimum QualificationsMust meet one of the following or any combination of experience/education to meet the qualifications:
Option 1
  • Six (6) years of professional experience creating and analyzing job descriptions, compensation or talent acquisition.
OROption 2
  • Bachelor's degree from an accredited institution in Human Resources, Business Administration, Public Administration or a closely related field as determined by the Department.
  • Two (2) years of professional experience creating and analyzing job descriptions, compensation or talent acquisition.
OROption 3
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

Necessary Special Requirements: *Must be certified in selection/recruitment and job evaluation via the State Personnel Certification Program (SPCP) or obtain the certification within 1 year of the date of hire.Preferred QualificationsThe preferred candidate will possess the following qualifications:

  • Outstanding organizational and time management skills
  • Demonstrated exceptional customer service and collaboration
  • Proven ability to complete work with limited supervision
  • Demonstrated problem solving ability
  • Experience working in a highly confidential environment
  • Demonstrated strong analytical skills and attention to detail
  • NeoGov applicant tracking system experience
  • Prior experience working with various data types
  • Knowledge of simple html/css/javascript
  • Above average to expert level expertise with Excel/Google Sheets/Google Suite and a proven ability to quickly learn other software systems
DOR Required Skills and Competencies :Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.
