Your Specific Responsibilities:

This is a professional position serving as the Subrecipient Enterprise Resource Application (SERA) Administrator, responsible for the administration and allocation of all grants received under Federal and State Grants received by the Department of Commerce (COM) that are maintained within the SERA application.

Subrecipient Enterprise Resource Application (SERA) Administration

Serves as the Salesforce administrator for SERA, ensuring that data is entered accurately and timely into the system. This involves reviewing the work of other staff that enter data into SERA, including the entry of all expenditures, cash adjustments, and Notice of Funds Availability (NFA), and the weekly cash processing [including the coding of unencumbered disbursements (TR51) and processing vouchers]; and serving as liaison with Local Workforce Boards to ensure appropriate data is entered into the system. This position ensures that all Florida Accounting Information Resource (FLAIR) codes are current in the system. Oversees the close out process to ensure all contract related NFAs are closed out accurately SERA. Provides the training to COM and external users on the financial side of the SERA application.

SERA Systems Support

Serves as lead on all projects involving updates and revisions to SERA, ensuring the appropriate transition, continuity and applicability with the present system. Consults with management staff and/or team members to develop solutions for operational problems and serves as liaison with Information Technology (IT) staff. Serves as Security Officer for the SERA Application, which involves: ensuring that all active users have current signed security agreements, activating new users timely, and inactivating users when applicable. Provides technical assistance to LWDBs, CDBG, BESS, DR and all other users regarding the SERA Application, upon request. Ensures that the SERA policies and procedures and user manuals are adequately documented and current.

Floirda Accountability Contract Tracking System (FACTS)

Ensures that all agreements are accurately and timely entered and closed out in FACTS. Within this role, the incumbent performs a monthly reconciliation of agreements on our internal log to FACTS to ensure that there are no executed agreements outstanding. This reconciliation is critical because the Department has 30 days to enter executed agreements into FACTS. Performs a reconciliation between FACTS and FLAIR at close out, which ensures that all differences are accounted for and that the data for public view is accurate.

Other Duties

  • Ensures that the Federal Funding Accountability and Transparency Act (FFATA) data is entered timely each month and is reconciled to USA Spending.
  • Performs periodic reviews of LWDB SERA to general ledger reconciliations and support for cash requests.
  • Prepares the yearly certified forward file for the encumbrance upload provided to Finance and Accounting.
  • Creates, monitors and tests all taskray tickets for enhancements and/or corrections pertaining to the SERA application.
  • Performs other duties, as necessary.

  • Ability to prepare financial reports and perform in-depth analyses of accounting data.

Pay: $50,000.00 - $75,000.00
