Investigation Specialist II

Your Specific Responsibilities:

This is a professional position responsible for the investigation and determination of Reemployment Assistance Fraud under Florida Statute 443.071 and the investigation of Identity Theft regarding obtaining Reemployment Assistance benefits.

Under the general supervision of the Management Review Specialist-SES, develops efficient investigative plans, interviews witnesses, and takes sworn testimony. This involves initiating the action necessary to detect fraudulent actions and recommend changes to establish more secure operations.

Maintains an active caseload with a minimum level of supervision. Reviews newly assigned cases within a predetermined time frame.

Gathers and evaluates documentary evidence, conducts fact-finding interviews, and issues determinations of Fraud, Non-Fraud, or Non-Conflict.

Responsible for the preparation and filing of Reemployment Assistance Fraud cases with the state attorney. Gives courtroom testimony and prepares a summary of findings. Monitors cases for necessary post-trial activity to ensure that conditions of restitution are being met. Refers cases not suitable for state attorney prosecution to the Small Claims Court unit. Prepares and processes administrative subpoenas. Represents the department in court on other related issues.

Conducts investigations of potential and/or alleged identity theft cases to determine their validity and whether referral for prosecution is warranted and prepares clear, concise, and detailed reports of investigations.

Completes investigations in Case Management System in a timely manner as defined by unit supervisor or senior leadership team. Prepares and submits administrative reports. Informs immediate supervisor of all matters relevant to investigations being conducted including the status and disposition.

Coordinates investigative activities with federal, state, and local law enforcement agencies to determine culpability of persons misappropriating Reemployment Assistance funds. Interviews employees, claimants, and members of the community to determine methods utilized in fraudulent activities.

In a timely manner, completes activity reports, authorizations to travel, expense vouchers, leave requests, and other related documents and reports as requested. Participates in other special investigations as required. Works as a team on escalated investigations assigned by unit supervisor and/or senior leadership team. Prepares cases for presentation to senior and executive leadership. Assists in other program sections as needed. Assists with training and mentoring of new investigators. Performs other related duties as required.

Required Knowledge, Skills, and Abilities:

  • Literate in the use of personal computer, fax machine, printer and copier.
  • Working knowledge of MS Word and Excel, and Internet skills.
  • Knowledge of Reemployment Assistance laws, rules, policies, or procedures.
  • Knowledge of court room proceedings.
  • Ability to write investigative findings/reports and document evidence such as documents, digital evidence, web captures.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Travel may be required to travel.

Pay:

$43,260.00
