The Work You Will Do:

The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes.

The Land and Recreation Grants Section’s programs assist Florida’s local communities that have unmet financial needs for conservation and recreation. This Section administers four state and federal grant programs:

• Florida Communities Trust (FCT) – Parks and Open Space and Stan Mayfield Working Waterfronts Programs

• Florida Recreation Development Assistance Program (FRDAP)

• Recreational Trails Program (RTP)

• Land and Water Conservation Fund Program (LWCF)

Your Specific Responsibilities:

Provides consultative services and technical assistance to local governments for the provision of recreational opportunities through grant-in-aid programs.

Processes and services applications for local government state agencies for grant-in-aid assistance under one or combination of the following programs: Land and Water Conservation Fund Program, Florida Recreation Development Assistance Program, and special legislative grants. Assists in reviewing, evaluating, and recommending grant applications for funding award.

Reviews commencement documentation, coordinates post-completion inspections, trains, and oversees part-time employees.

In accordance with program and fiscal rules, contract controls, state laws and policies, determines eligibility of grant expenditures in furtherance of approved grant projects.

Provides technical assistance in obtaining resources of federal, state and department grant-in-aid programs for the solution of recreation problems.

Develops and distributes reports, bulletins, maps, brochures, and other information to assist in the provision of and participation in programs administered.

Plans and conducts workshops in conjunction with administered grant programs.

Participates in conferences, workshops, seminars, and similar activities concerning the provision of recreation opportunities through local, state, and federal recreation programs

Conducts research concerning the availability of state, federal and private grant-in-aid programs for the provision of recreational opportunities.

Conducts research concerning the feasibility of various issues involving state parks.

Required Knowledge, Skills, and Abilities:

Knowledge of: community planning/ development programs; contract management, program coordination and evaluation techniques. Ability to: evaluate, review, and administer federal and state grants; provide consultative and advisory services to government and community groups; communicate effectively verbally and in writing; use computer (Microsoft Word, Access, Outlook, PowerPoint, Teams, and Excel); establish and maintain effective working relationships with others; understand and apply laws, rules, regulations, policies and procedures; monitor program effectiveness; conduct research and prepare various reports; maintain a valid driver's license; travel.
