The Florida Department of Children and Families (DCF) isthe state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

This is a highly responsible and professional position that will serve as the Senior Management Analyst Supervisor-SES in Contract Unit. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties and Responsibilities include:

  • This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e., recognition, reward, corrective action, etc.).
  • Supervises contract management staff for the Office of Substance Abuse and Mental Health (SAMH) and provides technical assistance to regional SAMH contract management staff. Performs duties related to the review, approval and improvement of contract and procurement documents, policies, and procedures, and ensuring the proper use of those policies by SAMH staff. The responsibilities of the position involve developing, implementing, and maintaining contracting tools, protocols and policies as well as providing training and technical assistance to SAMH staff in these areas.
  • Coordinates with SAMH program and contracting staff to ensure ongoing positive communication and feedback on a regular basis.
  • Supervises the activities of personnel assigned to unit and ensures appropriate coverage of unit.
  • Ensures the accuracy, quality and timeliness of assignments, project plans and required reports. Works independently and directly with SAMH staff at all levels to support SAMH procurements and contracts for the central office and statewide initiatives.
  • Assists SAMH staff in resolving contract, procurement, and service delivery issues, and acts as a liaison between region staff and central office.
  • Provides technical assistance on contract documents presented by regional offices for central office review (i.e., procurement documents, settlement agreements, cost analyses, repayment recommendations, corrective action, renewal planning, etc.).
  • Performs comparative analyses of contract data from various database systems and prepares standard contract management reports to: (a) evaluate and monitor the quality and accuracy of the data reported in these systems, and (b) develop and implement appropriate corrective action plans.
  • Serves as resource person to other staff in central and regional program offices and performs other duties as assigned.
  • Coordinates central office feedback on issues and information requests. Identifies potential problems and proposes solutions with minimal management guidance.
  • Assists in the development and maintenance of operating policies and procedures pertaining to contract management and procurement operations, including research and interpretation of relevant state and federal laws, rules, and guidelines.
  • Proposes changes to statutes, rules, policies, and procedures based upon review and assessment of the required program contracting activities, reviewing opportunities for alternative contracting and service delivery models.
  • Develops improvement plans, tools, and protocols for SAMH to ensure the continual improvement of program procurement, contacting, and monitoring operations.
  • Provides consultative services and development strategies for SAMH programs including administrative rules, policies, and procedures pertaining to program financing strategies.
  • Reviews statutory and financial requirements for SAMH performance contracting system and develops opportunities for (a) alternative funding and contracting strategies; (b) program reviews and monitoring activities; c) and special research project and studies.

Knowledge, Skills and Abilities required for the position:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to supervise people.
  • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to management analysis activities.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to solve problems and make decisions.
  • Ability to work independently.

Minimum Qualifications:

  • A bachelor's degree from a college or university is preferred and five years’ professional experience managing public business contracts or grants and/or conducting financial and programmatic oversight of publicly funded projects, programs or organizations.
  • Two years of professional experience supervising or serving in a leadership role in contract management, contract administration, procurement, contract monitoring or purchasing.
  • A master's degree from a college or university can substitute for one year of the required professional experience.
  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
  • Must have Florida Certified Contract Manager certification required by s. 287.057(14), F.S.

Preference will be given to applicants who have:

  • Florida Certified Contract Negotiator certification pursuant to s. 287.057(17), F.S.
  • Project Manager Professional (PMP) Certification.
