POSITION DESCRIPTION: Conducts quality assurance field reviews of District Construction projects to ensure Traffic Control Plan is being carried out in accordance with plans and specifications. Performs periodic inspections (day and night) on a representative number of projects (In-House and Consultant Construction Engineering and Inspection (CCEI)) in each operations center. Advises project administrators of necessary revisions to correct deficiencies. Performs field tests on reflectivity of stripes and signs, as well as color of approved Maintenance of Traffic (MOT) devices. Supervises employees by communicating regularly, motivating, training, evaluating, and planning and directing employee's work.
Acts as the District Construction Liaison for districtwide utility coordination efforts. Provides guidance to the operation centers on the resolution of utility related construction issues. Acts as liaison between the contractor, utility companies, operation centers, and other third parties. Attends utility pre- construction meetings and utility hand-off meetings as necessary. Reviews utility reimbursement /non- reimbursement documentation and recommends for approval.
Develops and oversees the District Construction Warranty Program. Evaluates contractor performance during warranty period, determines compliance with specified warranty requirements, and reviews unsatisfactory performance with General Counsel’s Office. Evaluates contractor proposals for remediation of defective work/materials and determines feasibility of proposals. Coordinates with operations centers and contractors to ensure remediation is accomplished in allowable timeframes. Initiates and maintains contact with contractors to resolve latent defect issues. Performs and/or oversees all other miscellaneous issues related to warranties including quarterly summary reports.
Acts as District Construction Liaison with State Construction Office in obtaining specification change approvals and project limit extension approvals. Provides responses to proposed specification and procedure changes on behalf of District Construction office and the operations centers.
Represents District Construction Office on Construction Engineering and Inspection (CEI) and Design-Build Technical Review Committees (TRC).
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, and principles of roadway and bridge construction; Knowledge of construction project administration, knowledge in principles and practices of traffic control plans and/or maintenance of traffic; Skilled in problem solving techniques and negotiation and resolution of construction and construction-related issues; Skilled in the interpretation of construction contracts, standard specifications, design standards and plans; Knowledge of Word processing, and spreadsheet software; Ability to analyze and interpret engineering data; Ability to effectively communicate (verbally and in writing); Ability to work independently and effectively with little supervision; Ability to plan, organize, schedule, and coordinate multiple work assignments to ensure proper completion. Ability to supervise people.
MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and four years of relevant employment experience or; an Associate’s degree from an accredited college or university and two years of relevant experience or; a Bachelor’s degree from an accredited college or university.
