The Work You Will Do:
The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes.
The Difference You Will Make:
In 1855 The Trustees of the Internal Improvement Trust Fund was created as an agency of the Florida government. In 1841, the U.S. government had granted each state in the union 500,000 acres. Combined with the land received because of the Swamp and Overflowed Lands Act of 1850, the Trustees had more than 21 million acres under its control. Since then, Florida has worked to protect and conserve natural resources.
This position is located in the Bureau of Survey and Mapping.
Statewide Geodetic Survey Control:
Establishes geodetic control monuments and performs geodetic control surveys for extending the vertical and horizontal networks for the National Oceanic and Atmospheric Administration (NOAA). These monuments and surveys are published as part of NOAA’s National Spatial
Reference System. This data is used by engineers, developers, local municipalities, surveyors and mappers in the public and private sectors for the people of the State of Florida. Operates the Tide Gauge program that supports the Florida Coastal Mapping Act of 1974 which
re-establishes tide gauges throughout the state in cooperation with NOAA.
Acquisition Survey Section:
The primary function of this section is to prepare appraisal maps, agenda maps and procure survey products to assist in land acquisition and land disposition. This section contracts with private survey firms to provide surveying services. Other functions include reviewing surveys, sketches and legal descriptions, as well as calculating areas and preparing maps for upland easements affecting state lands, submerged land leases, upland leases and regulatory conservation easements.

Your Specific Responsibilities:
* For Geodetic Section Functions:
This position is responsible for leading a survey crew for the Bureau of Survey and Mapping under the leadership of the Professional Land Surveyor II-SES. Operates several different types of automatic levels that can measure electronically coded staffs as well as optically to conventional staffs for establishing first order and second-order geodetic levels in accordance with the National Geodetic Survey specifications. Coordinates the construction of permanent poured-in-place concrete monuments and the installation of stainless-steel rods driven to refusal that meet standards set by the National Geodetic Survey.
Performs mathematical computations necessary to check geodetic level data.
Analyzes collected differential level data to determine if it meets standards and specifications as set forth by the National Geodetic Survey.
Confers with Professional Land Surveyors and others to discuss existing and potential level projects.
Analyzes survey maps, aerial photography, and other topographical or geodetic data to plan projects.
Coordinates the collection of global positioning system (GPS) data. This requires setting up and operating GPS receivers.
Coordinates the writing of descriptions on how to reach vertical or horizontal control marks that are submitted to the federal government for publication. Draw field notes, and sketches to represent the work at each site. Uses the Windesc program to insert descriptions of the tide station and tidal benchmarks to create a desc file.
Leads field crew to collect site photos according to National Geodetic Survey standard for submittal packages to the federal government.
Assists in the installation and maintenance of tide gauges for the purpose of establishing tidal datums.
Operates land and water borne vehicles.
* For Acquisition Survey Section Functions:
Uses ArcGIS software, AutoCAD software and other graphics design software to create various types of maps and drawings to support the agency’s land acquisition and land management survey programs. Logs map creation and revisions into readme word document for reference. Review and interpret legal descriptions for land acquisition and land management projects. This includes evaluation of mathematical closures, acreage computations, and evaluation and adjustments of survey data.
Prepares appraisal maps, agenda maps and other survey and map products to support the land acquisition and land management functions of the Bureau. Performs appropriate map revisions when necessary.
Researches and analyzes engineering reports, hydrographic studies, and other scientific and survey data necessary to identify sovereignty submerged lands and boundaries for acquisition and management surveys.
Reviews land acquisition and land management surveys, deeds, and title insurance commitments to ensure compliance with Bureau and Division requirements.
Research and verify existing documentation for land acquisition and land management projects.
Performs related work as assigned.
Required Knowledge Skills and Abilities:
Knowledge of: the concepts, terminology, principles and techniques of surveying and mapping; file geodatabases; ArcGIS Online; Geoprocessing; acreage calculation in ArcGIS; Coordinate Geometry Programs to plot surveys. Skilled in: operating a personal computer; using surveying tools, equipment and/or instruments; the use of AutoCAD software for surveying; the use of ArcGIS software; organizing drawing files. Ability to: review surveys to meet Department’s land surveying standards; interpret surveying data; solve problems relating to surveying; perform technical surveying tasks; operate land and water borne vehicles; establish and maintain effective working relationships with others; plan, organize and coordinate work assignments; lead a survey crew; geo reference images in different projections utilizing graphic software; research hydrologic data of lakes and rivers; compile hydrologic data into graphs and exceedance frequency charts; demonstrate teamwork.

Educational background or prior work experience in land surveying
