The Work You Will DoThis posting is for a full-time, career service Environmental Consultant position with the Water Compliance Enforcement Program (WCEP) in DEP’s Division of Water Resource Management.
WCEP facilitates statewide coordination of compliance and enforcement activities relating to the development of policy, guidance and training materials to ensure consistency among DEP’s six district offices for the state’s Industrial Wastewater, Domestic Wastewater, and National Pollutant Discharge Elimination System (NPDES) Stormwater programs. WCEP is responsible for federal data management reporting activities associated with the Wastewater and NPDES Stormwater programs. Additionally, WCEP coordinates with the U.S. Environmental Protection Agency (EPA) on implementation of the NPDES components of the Clean Water Act.

DWRM is comprised of several programs that perform water facilities regulation, and operational support services and functions. The division also serves as Florida’s central point of contact for federally delegated/assumed water programs and has regulatory oversight of certain functions of water and wastewater facilities throughout Florida. We work toward safeguarding Florida’s water resources and enhancing natural systems through partnering with local communities, and providing a more certain, consistent and effective regulatory process. Your Specific Responsibilities
- Aid in development, coordination, and implementation of the statewide Domestic Wastewater and Industrial Wastewater compliance and enforcement programs. Prepare guidance, provide trainings, and coordinate with district personnel to promote consistent implementation of compliance initiatives and enforcement activities.
- Provide guidance and technical assistance to DEP District staff, the regulated community, consultants/engineers, federal and state agencies, local governments and the public. Coordinate responses to written and telephonic inquiries, regulatory complaints, and information requests. Assist with programmatic talks, trainings, and presentations.
- Review and comment on various issues affecting the regulatory programs implemented by the Program. Aid in the development of policy recommendations in the areas of Domestic Wastewater and Industrial Wastewater compliance, enforcement, and related training and data needs. Contribute to program recommendations on draft rule language, regulatory proposals, specific enforcement actions, and needs for statewide guidance and consistency.
- Serve as a primary wastewater compliance and enforcement liaison between EPA, the Division, and the DEP District Offices with duties including acting as the point of contact for citizen complaints submitted to EPA, coordinating responses to EPA inquiries and preparing required reports such as the Quarterly Non-Compliance Report (QNCR), Significant Non-Compliance (SNC) Report, and Quarterly Concentrated Animal Feeding Operation (CAFO) Enforcement Report.
- Coordinate with the Division of Environmental Assessment and Restoration (DEAR) Laboratories’ Biology Section in conducting bio-assessments of point source discharges and assist in preparation of reports summarizing data collected as part of these studies.
- Participate in the review of draft Fifth Year Inspection reports which are used by the districts to help make permitting decisions prior to permit renewals.
- Review wastewater facility Discharge Monitoring Reports (DMRs) for any potential data entry issues, as needed.
- Enter and maintain accurate data in state and federal databases and other data tracking systems, as required.
- Develops, organizes, and presents training materials for the districts.
- Assist with the EPA State Review Framework (SRF) Annual Data Verification process and SRF On-Site File Review/Audits.
- Review and provide expert-level feedback on the District’s draft wastewater enforcement actions as part of the Peer Review process to promote consistency by interpreting applicable penalty policy guidelines, permit requirements, rules, and statutes and providing an independent recommendation on the appropriateness of the action.
- Assist as needed with emergency response activities located at the State's Emergency Operations Center and ensure appropriate staff monitor and update Water Tracker during periods of severe weather (i.e., hurricanes, emergency situations, etc.).
- This position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts.
- Perform other related work as required by supervisor.
- Knowledge of the concepts, terminology, principles, and analytical techniques of the physical and natural sciences;
- Knowledge of biological, chemical, and physical processes as they relate to water quality and the aquatic environment;
- Knowledge of water quality criteria and testing parameters;
- Knowledge of water quality sampling and analysis procedures;
- Knowledge of sample collection techniques and use of field analytical equipment;
- Ability to understand and apply applicable rules, regulations, policies, and procedures;
- Knowledge of and experience with compliance activities and the Department’s enforcement procedures, directives and penalty guidelines;
- Knowledge of and skill in the use of computers and software programs utilized for word processing, database management, statistical and spreadsheet applications, including MS Office applications Excel, PowerPoint, Word and Outlook;
- Ability to work independently and as part of team;
- Ability to evaluate, analyze, and interpret scientific or technical data;
- Ability to prepare technical reports;
- Ability to coordinate and monitor environmental related data and programs;
- Ability to communicate effectively, both verbally and in writing;
- Ability to establish and maintain effective working relationships with other state, federal and local employees in a courteous and professional manner;
- Ability to effectively train others;
- Ability to solve problems and effectively make decisions;
- Ability to plan, organize and coordinate work assignments, determine work priorities and ensure completion of work assignments;
- Ability to travel overnight, if required; and
- Ability to maintain a valid driver’s license.
- A Bachelor's Degree from an accredited college or university and 2-years relevant work experience OR 6 years of relevant experience can substitute;
- Valid driver’s license
- Previous work experience with NPDES wastewater federal reporting.
- Previous work experience interpreting NPDES wastewater permit requirements.
- A Bachelor’s Degree in Biology, Natural Sciences, Engineering, or related field.
