MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college or university and one and a half (1.5) years of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering; or
A master’s degree from an accredited college or university and six (6) months of experience as described above; or
Two and a half (2.5) years of experience as an Environmental Specialist I or higher with the State of Florida; or
Three (3) years of experience as described above.
Requires possession of a valid Class E driver license.

ADDITIONAL REQUIREMENTS:

Must obtain restricted-use pesticide license within six months of initial employment and must maintain licensure thereafter.
This position has regulatory responsibilities and is subject to the provisions of s. 112.313, Florida Statutes, and Section 60L-36.003, Florida Administrative Code.
Frequent travel, including overnight and sometimes up to two weeks at a time on an emergency program, is required.
JOB DUTIES:
GENERAL STATEMENT: This position is responsible for the overall administration of Plant Inspection programs and personnel in Region I, which protect the environment through plant pest exclusion, detection, identification, pest control or eradication, and through public information and education regarding plant pests, pesticides and biological control agents.
Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Approves timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
Organizes and coordinates work activities of Environmental Supervisor and Environmental Specialist positions, support staff, and OPS personnel assigned to Region I; maintains liaison between field activities and the Environmental Administrator. Prepares weekly itinerary of all activities, compiles a quarterly report of work performed in the region, and approves all travel vouchers and vehicle reports submitted by assigned personnel.
Organizes and directs emergency eradication programs as a result of exotic plant pest detections, which includes coordination of survey activities, establishing regulatory and Environmental Impact Assessment guidelines, and exercising available control options in an effort to control or eliminate pests which may adversely affect the health and well being of Florida’s natural areas or agricultural crops.
Organizes and coordinates the training of new employees, including a review of departmental personnel procedures, division administrative procedures and the bureau’s Plant Inspection Procedure Manual. Coordinates with the Environmental Administrator and the Division Training Coordinator the North Florida phase of Plant Inspection Training, including use of Phytosanitary Certificate Issuance & Tracking System (PCIT) computer porgram for export certification, plant and pest identification, a review of fruit fly detection procedures and of special programs, and nursery regulations and inspection procedures. Schedules periodic workshops to ensure the efficient coordination of work assignments to provide additional training for region employees.
Conducts yearly performance appraisals for employees under direct supervision, requiring the Environmental Supervisor II to spend a portion of time working with each supervisor in the field observing how the supervisor influences work performance. Counsels and assists each of the supervisors assigned to the region when they conduct performance evaluations on their subordinates. Conducts or coordinates all applicant interviews with assigned supervisory staff and submits all recommendations for employment through the Environmental Administrator for approval. Initiates or reviews counseling or disciplinary actions on all Region I personnel according to current departmental procedures and submits to Environmental Administrator.
Ensures that an effective plant pest detection program is being maintained throughout the region, including a periodic evaluation of fruit fly detection traps tended in the region and submission of a monthly fruit fly detection status report to the Environmental Administrator and others. Organizes and coordinates pest surveys for newly introduced pests which may be detrimental to native plants and habitats as well as economic crops.
Provides assistance to industry and consumers regarding division regulatory activities, responds to inquiries involving plant pest problems and prepares reports on the same for the Environmental Administrator. Represents the department and the division at meetings, seminars or conferences conducted by regulated industries, and may be required to prepare and deliver presentations to groups concerning division policies. Serves as liaison between the division and local representatives of other regulatory and research agencies, such as the USDA, Plant Protection and Quarantine personnel, Department of Environmental Regulation, Institute of Food and Agricultural Sciences, county Extension personnel.
Maintains currency with all rules and regulations the division administers under the authority of Chapter 581, Florida Statutes, and with current division programs, including: Fruit Fly Detection, Regulation of Noxious Weeds and Plant Pests, Environmental Impact Assessments, Protection of Native Flora, Nematode Certification, Brown Garden Snail Certification, Imported Fire Ant Certification, Nursery and Stock dealer Inspection and Certification, Post Entry Quarantine Procedures, Detector Dog Program, and USDA plant import and export regulations including identification and certification of plants listed by the Congress of International Trade in Endangered Species (CITES).
Responsible for ensuring all vendor billing statements and invoices are accurate and submitted in a timely manner to the division fiscal office. Prepares and executes lease agreements for office space and contractual services. Responsible for annual inventory for Region I. Responsible for coordination of the procurement of necessary safety equipment and practices. Holds quarterly safety committee meetings and reviews field safety reports. Reviews all accident reports and reports of injury submitted for Region I personnel.
Assists personnel in proper resolution of claims resulting from accidents or injuries.
Performs other duties as required.
