Personnel Services Specialist – OPS – 70900463

This advertisement is for an OPS position located at Central Office in the Office of Human Resources in the Payroll Department.

Salary Rate: $19.35 Hourly

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY. 

SPECIFIC DUTIES & RESPONSIBILITIES:

The Personnel Services Specialist is a specialized position in the Office of Human Resources, Payroll section. This position independently performs a variety of professional duties for Payroll. More specific duties and responsibilities include, but are not limited to:

  • Ensures that semi-annual payments of uniform and toll allowance are processed timely and accurately.
  • Audits payroll problems, salary overpayments, cancels payroll warrants when necessary, and completes pay upon demands, when necessary.
  • Monitors exceptional timesheets and performs data analysis to resolve errors for exceptional timesheets.
  • Servies as Payroll liaison for the systems utilized by the Department (Kronos and People First)
  • Provides direction and guidance to supervisors/employees and assigned field offices on payroll related inquiries/issues.
  • Ensures all payroll actions are processed in accordance with established Departmental procedures as well as state personnel rules; and
  • Tracks tuition reimbursement and ensures that the letters are sent and the money is recovered (by personal check or leave payouts) when someone resigns prior to their two-year obligation, and the Department has paid their tuition. This also includes updating any logs and files.
  • Processes biweekly, CJIP, and supplemental payrolls in accordance with the applicable statute, rule, procedure, policy and or intneral processes.
  • Provides direction and guidance regarding payroll actions through the interpretation of human resource rules, regulations and statutes.
  • Independently conducts technical research and analysis regarding payroll issues to provide customer service and assistance to Deparmtent supervisors and mangers.
  • Creates and monitors reports and performs data analysis to ensure information is accurate and resolve errors by system correct in and/or recommends solutions in a timely manner.
  • Drafts correspondence regarding payroll matters.
  • Utilizes various computer programs used by the Department, including but not limited to People First, ATMS2, FLAIR, Impromptu, Internet, various word processing databases and spreadsheet applications.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of Department of Management Services Personnel Rules;
  • Knowledge of the Agencies and Department of Managements Services Personnel rules, policies, and procedures.
  • Knowledge of Department of Financial Services FLAIR system;
  • Knowledge of computer software, including applications; People First, Kronos, ATMS2, Impromptu, etc.
  • Knowledgeable of the Bureau of State Payroll (BSOP) rules, policies and procedures
  • Skills in using communication principles and techniques to effectively convey information, orally and in writing;
  • Skills in knowing how to find information and identifying essential information;
  • Skills in time management and organization;
  • Ability to perform basic arithmetical calculations;
  • Ability to understand and apply applicable human resource rules, regulations, policies, and procedures;
  • Ability to utilize problem-solving techniques.
  • Ability to work independently;
  • Ability to listen to others and ask questions as appropriate.

REQUIRED QUALIFICATIONS:

  • Must possess at least six (6) months of State Payroll experience.
  • Must possess experience verifying payroll in FLAIR.
