Your Specific ResponsibilitiesThis is a highly responsible professional position in the Budget Management and Operational Support Unit of the Bureau of Communicable Diseases, HIV/AIDS Section The primary responsibilities for this position are to work in collaboration with program staff and the budget unit on contract and procurement issues. This position reports directly to the Section Budget Operations Manager. Serves as contract manager for assigned state health office contracts including managing, negotiation assistance, terms and conditions enforcement, contract extensions and contract renewal facilitation and contract closeout. Assure all contract and amendment documents are reviewed by program staff and the division's contract unit staff as appropriate. Assures that corrections are made and follows the contract through the review process until it is executed. Facilitates the provision of technical assistance to program staff, county health department staff and contract provider staff in the development, negotiation, and management of contracts. Facilities the provision of technical assistance to contract managers and providers in resolving any purchasing and payment issues. Maintains an update log of contracts and procurement for the Section: which identifies new contracts yearly from the General Appropriations Act and contracts' effective dates and procurement needs to ensure the continuation of services. Reviews budget and assigns budget codes for contract 1122s and Office of Policy and Budget (OPS) forms for contracts over$1M. Serves on process work groups as assigned and performs procurement activities that include contract negotiations and other related duties as assigned. Performs other duties as assigned.
Required Knowledge, Skills, And AbilitiesExcellent organizational and communication skills, Ability to work independently and in a team envirnoment, Ability to compile and analyze data, and knowledge of Microsoft Office Software and Microsoft Windows Operating Systems.
